Summary / Abstract:

LTSėkminga Lietuvos regionų ūkio plėtra labai priklauso nuo viešojo administravimo institucijų veiklos investicinio klimato gerinimui ir palankių sąlygų smulkiam ir vidutiniam verslui vystytis kaimiškuosiuose regionuose sudarymo. Todėl yra itin svarbu tinkamai įvertinti viešojo administravimo ir kitų institucijų vykdomą veiklą verslo plėtrai ir investiciniam patrauklumui didinti. Tai galima atskleisti įvertinant smulkaus ir vidutinio verslo svarbą ir jo vaidmenį ekonomikai bei išanalizuojant verslo aplinką reglamentuojančius LR ir ES teisinius dokumentus ir išnagrinėjant anksčiau atliktus mokslinius verslo plėtros tyrimus bei atliekant anketinį verslininkų nuomonės apie verslo sėkmę lemiančius faktorius tyrimą. Mokslinės literatūros, antrinių ir pirminių informacijos šaltinių analizė leido tinkamai įvertinti regionų viešojo administravimo institucijų veiklą, lemiančią regiono patrauklumą naujoms investicijoms ir atskleisti kaimiškuosiuose regionuose veikiančios viešųjų paslaugų verslui teikimo sistemos esminius faktorius. ENModern-day management theory and practice have recently got a new object - cooperation of public and private sector, the quality of which affects the development of individual regions and the state itself, as well as the growth of welfare. The aspects of investment climate are examined in theories of various scientists, but the direct impact on regional SMEs by regional business support infrastructure has not been investigated. The research into impact of activities of institutions of the region on improvement of investment climate have been chosen considering the importance of SME sector to the regional development as well as the categorization, following EU provisions of unevenly developed regions. After justifying the importance of SMEs as the main indicator of country's and region's economic growth, examining the theories of regional development and growth, origins of regional disparities, evaluating the role of state in the policy of investment process promotion and comparing the criteria of support for SMEs in Lithuania and EU, the emphasis has been placed on the role of activities of region's administrative institutions (county governor's administration, district municipalities and their public and non-governmental organizations) and an extensive regional business support network, which has been chosen as the research object of this work, has been singled out.The aim of this work is to evaluate regional public administration and other institutions' activities which have impact on investment climate in the rural regions. Objectives: 1) To evaluate the theories of regional growth and development as well as the reasons for origins of regional disparities and compare them with modern-day conditions of regional development. 2) To substantiate the importance of small and medium enterprises and their role in economics. 3) To analyze latest scientific investigations and European and Lithuanian legal documents regulating business environment and having impact on investment climate. 4) To evaluate counties' public administration institutions activities having impact on attractiveness of a region to new investments and reveal the indicators of activities of the region's system of provision of public services to business. The methods used in this work are as follows: analysis of scientific source texts, publications, secondary source texts and legal documents, questionnaire survey, contrastive analysis and synthesis of findings, grouping and graphical presentation of research data, deduction method. The theoretical analysis of regional development, its impediments and contributors and practical research of activities of regional institutions and their factors as well as research into assessment of these activities by SMEs have confirmed the hypothesis put forward in this work that business is unevenly developed in different regions and investment friendly climate is not secured due to unsatisfactory public administration and other institutions actions mainly in rural regions.
