Summary / Abstract:

LTRegiono konkurencingumo skatinimas ir darnus vystymasis buvo vieni iš svarbiausių strateginių tikslų jau nuo Europos integracijos pradžios. Šie tikslai buvo įtvirtinti daugelyje strateginių Europos Sąjungos (ES) dokumentų. Baigiantis Lisabonos strategijoje numatytam laikotarpiui, akivaizdu, kad joje numatyti tikslai sunkiai įgyvendinami pasaulinės ekonominės krizės sąlygomis, todėl pradėta rengti nauja strategija „Europa 2020“. Straipsnio tyrimo tikslas – pasiūlyti koncepcinio strateginio valdymo modelio, skirto sėkmingam strategijos „Europa 2020“ įgyvendinimui, gaires. Atsižvelgiant į tyrimo rezultatus, pasiūlyta strateginio valdymo modelio schema. Pagrindiniai šio modelio komponentai: efektyvus ES, valstybių grupių ir atskirų valstybių tikslų nustatymas; bendrojo mokymosi procesų, leidžiančių dalytis gerąja ES valstybių narių patirtimi įgyvendinant strategijos tikslus, sukūrimas; struktūrinių rodiklių, tolygiai atspindinčių visas darnaus vystymosi dimensijas, sukūrimas; pažangos įvertinimo sistemos, susidedančios iš apskaitos ir daugiakriterio įvertinimo metodų, taikymas klasifikuojant valstybes nares ir skirstant finansinę paramą. Tyrime buvo išskirtos trys valstybių grupės, kurioms galima nustatyti skirtingus strateginius tikslus atsižvelgiant į jų pažangą įgyvendinant strategiją. Dauginės atitikties analizės rezultatai parodė, kad daugumos skirtingų dimensijų struktūrinių rodiklių lygiai yra tarpusavyje susiję. ENPromotion of regional competitiveness and sustainable development have been among the key strategic goals since the start of European integration. These goals have been established in many strategic European Union (EU) documents. Upon the end of the Lisbon Strategy period it is obvious that the aims envisaged therein can be hardly achieved under the conditions of the global economic crisis; therefore, a new strategy Europe 2020 has been drafted. The aim of the research is to propose the guidelines for the conceptual strategic management model designed for the successful implementation of the Europe 2020 Strategy. Taking into consideration the results of the research, the author proposes the scheme of the strategic management model. The key components of the model are the following: efficient identification of the goals of the EU, state groups and individual states; creation of common learning processes that enable sharing the best practice of EU Member States when implementing the goals of the strategy; creation of the structural indicators that evenly reflect all sustainable development dimensions; application of the progress evaluation system encompassing accounting and multi-criteria assessment methods when classifying Member States and allocating financial support. The research distinguished three state groups which might be defined different strategic goals with regard to their progress when implementing the strategy. The results of multiple correspondence analysis showed that the levels of the majority of structural indicators of different dimensions are interrelated. Therefore, it would be non-purposeful to set high social development or environmental goals to economically weakly developed states and vice versa.
