Summary / Abstract:

LTŠio straipsnio tyrimo tikslas - apibrėžti tinklinės besimokančios organizacijos sampratą, jos trūkumus ir privalumus, išskirti problemas, su kuriomis susiduria tinklinė besimokanti organizacija ir numatyti ateities perspektyvas. Straipsnyje nagrinėjama Darbo birža. Tinklinė besimokanti organizacija - tai organizacija, kuriai būdinga tinklinė struktūra su specifiniais santykiais tarp atskirų tinklo narių ir besimokančios organizacijos bruožai: sisteminis mokymasis, mokymąsi palaikanti kultūra, žinių srautų judėjimas, atskiro nario kokybiškas gilinimasis į savo veiklos sritį, nuolatinis išorinės organizacijos aplinkos tyrimas ir tos aplinkos įtakojimas. Nagrinėjamos organizacijos privalumai: lengvesnis prisitaikymas prie išorinės aplinkos, lengvesnė vidinė adaptacija; platesnių galimybių išnaudojimas ir kt. Šios organizacijos trūkumai: sudėtingesnė organizacijos struktūra ir kontrolės sistema, tikimybė neįvertinti pagrindinių resursų svarbos, skirtingos tinklo narės organizacijos ar pavieniai darbuotojai gali skirtingai suprasti gaunamą informaciją ir kt. Išskiriamos šios tinklinės besimokančios organizacijos problemos: didelis atotrūkis tarp valdančiojo ir vykdančiojo personalo, neatitinkantys poreikių, nesistemingai organizuojami mokymai, kvalifikacijos ir atlyginimo kėlimo sistemos nebuvimas, darbuotojo identifikavimosi su organizacija stoka. Siekiant pagerinti organizuojamus mokymus Darbo biržoje reiktų: susisteminti mokymus, sukurti darbuotojų, jiems dalyvaujant mokymuose, pavadavimo sistemą ir surasti papildomų lėšų darbuotojams, konsultuojantiems savo kolegų aptarnaujamus žmones, apmokėjimui.Reikšminiai žodžiai: Tinkline besimokanti organizacija; Darbo birža; Network learning organization. EN[...] Research goal is to define the concept of a network learning organization, its advantages and disadvantages, distinguish the problems that a network learning organization faces and estimate its future prospects. [...] A network learning organization is an organization which has a network structure, peculiar relationships between separate members of a network and features of a learning organization: systemic learning, learning supporting culture, movement of knowledge flows, separate member's qualitative improvement of his/her sphere of activities, continual analysis of external environment of the organization and making influence on this environment. Advantages of a network learning organization: Easier adjustment to the external environment. Easier internal adaptation; Using wider opportunities; Smaller communication distances; Smaller learning costs; Bigger opportunity for risk. Disadvantages of a network learning organization: More complicated structure of an organization and control system Possibility that the importance of main resources will not be evaluated; Different network member organizations and separate employees might develop a different understanding of the received information which depends on their possessed knowledge, attitude and experience; ft is difficult to find a proportion between learning of an organization and that of an individual: ft is complicated to process the received information at systematic levels.A successful existence of a network learning organization would be influenced by: its strategic attitude towards learning, independent state, initiative of employees, self-realization and identification with the organization. The following problems of a network learning organization can be distinguished: a big gap between the managing and executive staff, trainings that do not correspond to the employee needs, non-systemic trainings, lack in qualification improvement and salary raise system, lack in employee identification with the organization. fn order to improve the organized trainings, the Labour Exchange should: Organize systemic trainings through establishment of a central coordination mechanism; Create a system enabling to substitute employees when they are participating in trainings, and find additional financial resources for paying the employees who consult the customers who are served by their colleagues; In order to improve the micro-climate of the organization, to organize trainings for the managers with the view to providing them with general, management and learning skills throughout the whole Labour Exchange network; Re-arrange the payment system: improvement of employee qualification requires a raise in salary.
