LTKnygoje „Lietuvos konstitucinė teisė: raida, institucijos, teisių apsauga, savivalda" Lietuvos konstitucinė teisė nagrinėjama keliais aspektais: analizuojant jos raida, vertinant viešosios valdžios organizaciją ir šią valdžią įgyvendinančių institucijų veiklą, bandant pažvelgti į kai kurias asmens konstitucinių teisių apsaugos problemas, tiriant savivaldos konstitucines problemas. Knygos autoriai didžiausią dėmesį skiria konstitucijos, joje įtvirtintų institutų įgyvendinimo problemoms. Istorinių, viešosios valdžios organizavimo ir veiklos, asmens teisių apsaugos institucinių aspektų, savivaldos problemų analizė padės skaitytojui suprasti Lietuvos konstitucinės sistemos praeitį, dabartį, ateities perspektyvas. Tai - monografinio pobūdžio teisės tyrimų knyga, kurios atskiras dalis sieja nuoseklus Lietuvos konstitucinio gyvenimo problemų nagrinėjimas. Knyga skiria tiems, kurie domisi konstitucionalizmo problemomis. ENIn the monograph study „Lithuanian Constitutional Law: Development, Institutions, Protection of Rights, Self-Government" are analysed the development of the Lithuanian constitutional law (history, today's situation, tendencies for future), organization of public authority and activity of institutions of public authority. There are analysed the problems of human rights protection, constitutional problems of selfgovernment. The academics of the Constitutional Law Department of Mykolas Romeris University have published several monographs on constitutional issues: „The Lithuanian Constitutional Law", „The Modern Constitution: Comparative Studies on Constitutional Regulations", „Diversity of Constitutional Regulation" and etc. Studies of ideas of constitutionalism, constitutional regulation and its practical application will present constitutional legal reality of our country. In the monograph are analysed the most important problems of the development of the Lithuanian constitutional law and today's state. The Constitution was adopted by referendum on the 25th of October 1992. Since these days continues a period of the biggest changes: a new system of social, economical, political relations was settled; the changes of legal consciousness and legal thought are seen. The monograph „Lithuanian Constitutional Law: Development, Institutions, Protection of Rights, Self- Government" seeks to analyse the problems of constitutional life. The monograph consists of four thematical blocks.The first one is problems of the constitutional development. It consists of three chapters: „The First Modern Lithuanian Constitutions" by Mindaugas Maksimaitis, „The Provisional Basic Law of the Republic of Lithuania in the Constitutional System" by Juozas Žilys, „The Constitution of 1992: from Basic Law to Supreme Law" by Egidijus Jarašiūnas. Aspects of historical development of constitutional law are very important for understanding the evolution of constitutional law, legal consciousness and legal thought. The second block is devoted to analysis of constitutional organization of authority institutions and activities problems ("Division of powers' -constitutional principal of democratic state authority organization and activities" (Edigijus Jarašiūnas)), „The Seimas (Parliament) of the Republic of Lithuania, as the Nation's Representation, (Vytautas Sinkevičius), „Authority of the President of the Republic of Lithuania: Several Problematic Aspects" (Gediminas Mesonis), „The Government in the System of the State Authority" (Alvydas Pumputis), „The Constitutional Court of the Republic of Lithuania in the Constitutional System" (Juozas Žilys), „Constitutional Doctrine of the Value of the Judicial Authority and Independence of the Judges and Courts" (Edigijus Jarašiūnas). The authors have stated, that organizational model of state authority set up by the Constitution has passed the tests. Development crisis, shifting of political powers, internal and external challenges have not disharmonized the constitutional system.The third block - institutional aspects of the human protection ("The constitucional concept of the Human rights" (Toma Birmontienė), „Human Rights Protection: Institutional Aspect" (Edita Žiobienė), „Seimas Controllers (Ombudsmen) as Human Rights Protection Institution" (Saulė Vidrinskaitė). Human rights are called as a nowadays religion by several authors. The protection of these rights is a permanent concern. The institutional questions are very import in the field of the rights safeguarding. The fourth block - constitutional problems of the self-government. They are dealt by Kęstutis Jankauskas „Self-Government of Territorial Communities: Constitutional Basics and their Implementation in the Ordinary Law". It should be noted that there is lack of scientific analysis of constitutional basics of selfgovernment. This part might be considered as an attempt to fill up the existing gap. "Lithuanian Constitutional Law: Development, Institutions, Rights Protection, Self-government" is a book, which will help to get acquainted with the studies of development of the Lithuanian Constitutional Law, state governance organization and activities, human rights protection, constitutional basics of self-government.
