LTStraipsnio tikslas - atskleisti veiklos vertinimo sistemos turinį ir savybes, remiantis instituciniais veiksniais bei vidine ir išorine organizacijos aplinkomis. Veiklos vertinimo sistema priklauso nuo organizacijos vidinės ir išorinės aplinkos. Tuo remiantis gali būti analizuojami veiklos vertinimo sistemos turinys ir savybės. Kita vertus, labai svarbu nustatyti šias dvi organizacijos aplinkas. Remiantis instituciniais veiksniais, gali būti nustatytos išorinės ir vidinės organizacijos aplinkos būsenos ir analizuojamas veiklos vertinimo sistemos turinys ir savybės. Remiantis atlikto tyrimo rezultatais, galima teigti, kad veiklos vertinimo sistemos turinys ir savybės (strategijos aiškumas, tikslų homogeniškumas ir procesų teisingumas) priklauso nuo išorinės organizacijos aplinkos bei organizacijos reakcijos į ją. Aiškiausiai išreikšta strategija ir homogeniškiausi tikslai galėtų būti organizacijose, kurios veikia pačioje sudėtingiausioje ir pačioje paprasčiausioje aplinkoje (išorinė aplinka yra statinė ir organizacijos stengiasi ją paprastinti; išorinė aplinka yra dinaminė ir organizacijos stengiasi ją absorbuoti), kadangi šių dviejų tipų organizacijose aiškiai išreikšta strategija daro įtaką poreikiui turėti ir konkrečius, homogeniškus tikslus, atspindinčius pasirinktą strategiją ir nurodančius, kaip ją įgyvendinti. Teisingiausi procesai, siekiant įgyvendinti strategiją, galėtų būti organizacijose, kurios siekia paprastinti išorinę aplinką (tiek statinę, tiek dinaminę), kadangi tokio tipo organizacijos stengiasi įvesti tvarką savo vidinėje aplinkoje.Reikšminiai žodžiai: Atsitiktinumų teorija; Institucinė teorija; Kompleksiškumo teorija; Organizacijos aplinka; Veiklos vertinimo sistema; Complexity theory; Contingency theory; Environment of organization; Institutional theory; Performance measurement system.

ENThe paper aims to reveal the content and features of the performance assessment system, based on institutional factors as well as the internal and external organisational environment. The performance assessment system depends on the organisation’s internal and external environment. This could serve as a basis for the analysis of the content and features of the performance assessment system. On the other hand, it is important to identify these two types of organisational environment. Based on institutional factors, the condition of the internal and external organisational environment may be established and the content and features of the performance assessment system may be analysed. The results of the research lead to the conclusion that the content and features of the performance assessment system (strategy clarity, aim homogeneity, and process fairness) depend on the external organisational environment and the organisation’s reaction to it. The clearest strategy and most homogeneous aims could exist in those organisations that function in the most complex and simplest environment (the external environment is static and organisations try to simplify it; the external environment is dynamic and organisations try to absorb it), because a clearly expressed strategy in both types of organisation affects the need to have both specific homogenous aims that reflect the chosen strategy and the aims that direct its implementation. The fairest processes, related to the implementation of the strategy, could exist in those organisations that seek to simplify the external environment (both static and dynamic), because these organisations try to put their internal environment in order.
