Summary / Abstract:

LTDisertacijoje nagrinėjama bajoriškosios savivaldos ir žemiausios pakopos parlamentinės institucijos – Vilniaus seimelio veikla 1717–1795 metais. Pagrindinis šio tyrimo tikslas – atskleisti svarbiausio Lietuvos Didžiojoje Kunigaikštystėje Vilniaus seimelio veiklos specifiką: šios institucijos organizacinius veiklos aspektus, kompetencijos ribas ir jų kaitą, be to, paryškinti institucinį veiklos foną – sąsajas su centrinėmis Abiejų Tautų Respublikos ir LDK valstybinėmis institucijomis. Disertacijoje analizuojami svarbiausi XVIII a. LDK seimelių veiklą reglamentavę įstatymai, atskleidžiama Vilniaus seimelio reikšmė, lokalizuojama šios institucijos vieta, aptariami seimelio sesijų trukmės klausimai, gilinamasi į posėdžių dalyvių skaičiaus nustatymo problemą, vadovavimo posėdžiams, balsavimo ir nutarimų priėmimo praktiką. Šiame tyrime pirmąkart istoriografijoje bandoma atsekti bajoriškosios savivaldos ir parlamentarizmo koreliacijos ribas Vilniaus seimelio veikloje. Nemaža dėmesio skirta Vilniaus pasiuntinių veiklos Respublikos seimuose analizei, jų veiklos mastams ir pobūdžiui. Be to, bandoma nustatyti Vilniaus seimelyje išrinktų deputatų personalinę sudėtį, atskleisti jų veiklos pobūdį LDK vyriausiajame ir LDK dvasiniame tribunoluose. Disertacijos pabaigoje talpinami keturi priedai rodo Vilniaus seimelio dokumentų įrašų dažnumą Vilniaus pilies ir žemės teismų knygose 1717–1795 m. laikotarpiu. ENThe dissertation examines the activities of the self-government of the nobility and the lowest level parliamentary institution, the Vilnius Dietine (Seimelis), during 1717–1795. The main aim of this study is to reveal the specific nature of the activities of the most important Dietine in the Grand Duchy of Lithuania, the one in Vilnius: organisational aspects of this institution’s activities, the limits of its competency and the changes in these limits as well as to accentuate the institutional background of its activities, i.e. its connection with the central state institutions of the Commonwealth of the Two Nations and the GDL. The dissertation analyses the most important laws regulating the activities of the 18th century GDL Dietines, reveals the significance of the Vilnius Dietine, establishes the location of this institution, discusses questions of the duration of the seimelis sessions, and delves into the problem of the establishing the number of participants at the sessions and into the practices of chairing the sessions, voting, and adopting decisions.This study tries for the first time in historiography to track the limits of the correlation between parliamentarism and the self-government of the nobility in the activities of the Vilnius Dietine. It also focuses considerable attention on an analysis of the activities of the Vilnius envoys in the Commonwealth Diet as well as the scale and nature of their activities. In addition, it attempts to establish the personal composition of the deputies elected to the Vilnius Dietine and to reveal the nature of their activities in the supreme and ecclesiastical tribunals of the GDL. The four appendices at the end of the dissertation show the frequency of the entries for Vilnius Dietine documents in the books of the Vilnius castle and land courts during 1717–1795. In addition, a chronological list of the sessions of the Vilnius Dietine and lists of elected deputies and envoys at the dietine were compiled.
