Summary / Abstract:

ENBased on the theory of international relations of conventional constructivism (A.Wendt) and on the premises of critical geopolitics, the article analyzes the forces that determined the priorities of Lithuanian foreign policy after its ascension to NATO and the EU. The hypothesis is proposed that formulation of the priorities of the new Lithuanian foreign policy was influenced, to a large degree, by country’s identity, or rather, by the whole question of identity consolidation. Using the methods of discourse and content analyses, the article points out that the priorities of Lithuanian foreign policy were formulated in an attempt to create and establish Lithuania’s new identity in the international arena. This new identity consists of becoming a leader of the region. It is asserted that the opportunity and the need for creating Lithuania’s new international identity emerged after the most important objectives since the independence were accomplished, namely, becoming a member of NATO and the EU. These changes are articulated as alterations in structural environment, forcing one to revise the prevailing ideas about foreign policy and their goals. The article reveals the importance of ideological forces in analyzing the process of foreign policy. It also asserts that ideas, being on the same par as material assumptions (geography, technologies), need to be considered in order to adequately understand and to explain Lithuanian foreign policy.
