Summary / Abstract:

LTLietuvai atkūrus nepriklausomybę, keitėsi politinė, ekonominė ir socialinė padėtis, ypač vystomas buvo žemės ūkis, kuris tapo pagrindiniu ramsčiu ekonomikos plėtojimo srityje. Straipsnyje analizuojami darnios kaimo plėtros ir smulkaus bei vidutinio verslo galimybės tiriant Europos Sąjungos žemės ūkio plėtros ir Lietuvos kaimo plėtros strateginius principus bei prioritetus. Straipsnyje atliekamas tyrimas, kuriuo siekiama ištirti, kokios yra smulkaus ir vidutinio verslo plėtros galimybės kaimo vietovėse, su kokiomis problemomis susiduriama bei koks valstybės vaidmuo šiame kontekste. Tyrimas atliktas Telšių regione, tyrimo rezultatai atliepia ankstesnių Lietuvos regionų tyrimus (Ališauskas ir Jankauskienė, 2008), todėl tyrimo rezultatai gali atspindėti situaciją šalyje. ENLithuania regained its independence, changed the political, economic and social situation, in particular, has been developed in agriculture, which has become a key pillar of economic development. The paper analyzes sustainable rural development and small and medium-sized business opportunities for the investigation of the European Union on agricultural development and rural development Lithuanian strategic principles and priorities. In the article is presented results of survey, which aims to investigate the small and medium business development opportunities in rural areas, what are the problems encountered and how the state’s role in this context. The study was conducted in the region of Telšiai, but the results reflect the situation throughout the Lithuania. Small and medium business development in rural areas is needed and necessary. An empirical study revealed that small and medium-sized business development is seen quite positively, but there is a significant barriers. Most burning problems of business start-up are: low public support, a lack of financial resources, administrative and legal framework of business risk, skills, lack of certain knowledge, the complicated procedures for obtaining assistance. Possible solutions to ensure optimal and efficient small and medium enterprise development in rural areas are: 1. Legal, financial assistance and tax relief regulations, with priority given to small and medium sized businesses in rural areas.This would allow for greater tax advantages, favorable credit conditions; 2. Ensure the training, skills, computer literacy, education, counselling services are available to small and medium businesses in rural areas. It is appropriate in this case, to provide financial support for the purchase of computer equipment and programs to ensure Internet access and training people on computers, information technologies and their possibilities. 3. The lack of financial support for firms in rural areas are rarely used in modern technology, resulting in increased costs, inadequate production, the lack of competitiveness. Financial aid in the implementation of new technologies and new competitive products and the promotion of cooperation to facilitate the solution of this problem. The study confirmed that small and medium businesses in rural areas are not sufficiently developed and promoted. The poor state aid to underdeveloped infrastructure to support the aggravating circumstance, certain skills and lack of knowledge, not being used for small and medium business potential in rural areas, and it becomes a serious obstacle to strengthen that country's economic power leads to undesirable social consequences.
