Summary / Abstract:

LTStraipsnio tikslas - nustatyti faktorius, lemiančius Lietuvos regionų ekonominio socialinio išsivystymo skirtumus, ir šiuos skirtumus įvertinti kiekybiškai. Šiuo metu išskiriamos dvi regioninės politikos kryptys: stiprinti penkis regionų ekonominės plėtros centrus (Alytų, Marijampolę, Tauragę, Telšius ir Uteną) ir du didelį potencialą turinčius subcentrus (Mažeikius ir Visaginą) bei skirti dėmesį probleminių teritorijų plėtrai. Viena svarbiausių regioninės politikos įgyvendinimo priemonių - Europos Sąjungos struktūrinė parama. Nustatant projektų atrankos kriterijus privalu atsižvelgti į probleminių teritorijų reikmes. Todėl labai svarbu tinkamai išskirti problemines savivaldybes. Šiuo metu probleminės savivaldybės išskiriamos remiantis dviem kriterijais: vidutinis metinis registruotų bedarbių ir darbingo amžiaus gyventojų santykis 60 procentų ir daugiau viršija šalies vidurkį; vidutinis metinis socialinės pašalpos gavėjų ir gyventojų santykis 60 procentų ir daugiau viršija šalies vidurkį. Nors teoriškai abu šie rodikliai tinkami, diskutuotina, ar jų pakanka norint nuspręsti, kad tam tikra savivaldybė yra vienareikšmiškai probleminė. Analizuojant įvairius sudėtingus reiškinius ar objektus, taip pat ir regiono išsivystymą, siūloma operuoti ne atskirais ekonominiais rodikliais, o jų sistemomis, t. y naudoti daugiamatę analizę. Atlikta analizė leidžia daryti išvadą, kad Vyriausybės nustatytų dviejų kriterijų nepakanka vienareikšmiškai teigti, jog tam tikra savivaldybė yra probleminė. Būtina įvertinti ne tik socialinį faktorių, bet ir ekonominį aspektą, todėl vertėtų keisti dabartinius probleminių teritorijų išskyrimo kriterijus.Reikšminiai žodžiai: Regionai; Ekonominiai-socialiniai išsivystymo skirtumai; Daugiamatės analizės metodas; Regions; Social and economic development disparities; Multivariate analysis methods.

ENThe purpose of the paper is to identify the main factors determining social and economic development disparities in Lithuanian regions and to measure these disparities using quantitative methods. Thus, six tasks were set to reach the above-mentioned purpose: to perform a dynamic analysis of Lithuanian regions' disparities; to construct a respectable indicator system; to identify the main factors determining Lithuanian regions' development disparities using data for the year 2005; to compare the results with the analogous output data for the year 2004; to evaluate the presumptive indicators for the years 2005 and 2004 and to compare the obtained results; to identify problem territories and to compare the results with the problem territories identified by the Government. The methods of factor analysis, descriptive analysis and comparable analysis were used. The dynamic analysis showed that regional disparities are significant and do not decrease. Using an exploratory factor analysis method, five factors determining disparities in Lithuanian municipalities were identified: factor of primary demographic conditions and region's economic structure, factor of region's economic capability, factor of region's economic potential, factor of agricultural sector's importance and factor of poverty and social exclusion risk. The comparative analysis of the results for the years 2005 and 2004 showed that three factors matched and two factors differed. The main reason for the difference was significant changes in the regions' unemployment, construction and real estate price indicators.Finally, presumptive indicators were calculated for every municipality. The analysis showed that regional disparities were significant. Seventeen problem municipalities were identified. They did not fully match the list of problem territories assessed on the grounds of two criteria suggested by the Government of the Republic of Lithuania (unemployment and the number of inhabitants receiving social support). Thus, the social dimension cannot fully describe the level of development of Lithuanian regions. At the moment, the main instrument of regional policy is structural support of the European Union. When distributing the support, priority should be given to problem territories. [From the publication]
