ENDr. Algis Krupavičius in his report “Political Participation of National Minorities” analyzed the factors of national minority participation in politics, and the choice of a party. According to the speaker, the restoration of Lithuania’s Independence has radically changed the conditions of political participation for the national minorities. The adaptation of non-Lithuanians to the new policy rules and the norms of the political behavior as well as the change in values due to various reasons were relatively slower for the national minorities than those of the Lithuanians. Therefore, the national minorities, in comparison with Lithuanians, are less politically active. On the other hand, the national minorities freedom of action is guaranteed by the new institutional political participation regulations. For the national minorities, the ethnic parties are becoming the instrument of new participation and interest representation in politics.
