Valdymo ir viešojo administravimo aktualijos Lietuvoje

LTStraipsnyje nagrinėjamos pagrindinės tradicinio viešojo administravimo bei naujosios viešosios vadybos paradigmos ir jų taikymo Lietuvoje problemos. Pažymima, kad svarbiausios iš jų yra šios: nepakankamas valstybės tarnautojų valdymo teorijos žinių lygis, paviršutiniškas tradicinio viešojo administravimo ir naujosios viešosios vadybos suvokimas, nemokėjimas pritaikyti viešajame sektoriuje privataus sektoriaus laimėjimų, dinamiški politikų ir valstybės tarnautojų santykiai, būtinybė vadovais skirti būtent vadybininkus, o ne kurios nors srities specialistus. ENThis article describes the main paradigms of the traditional Model of Public Administration and New Public Management and the way to put them into practice in Lithuania. Several problems related to applying these theories in Lithuania are mentioned as well. The first one is the lack of knowledge of civil servants in general public administration theory. The second problem is connected with exposing the matter of the traditional Model of Public Administration and New Public Management. The third one is establishment of differences and similarities between private and public sectors and preparation of the suitable recommendations for the public sector. The fourth problem is the changes in relations between politicians and public servants. Public Management became a form of political management and therefore we are in quite a different situation. The fifth problem is connected with the necessity to refuse from specialists in narrow specific area as leaders and to choose general specialists managers. [From the publication]
