Mokyklų bendruomenių lūkesčiai dėl švietimo įstaigų tinklo pertvarkos ir jos valdymo vertinimas : apklausos atviro tipo klausimynu rezultatai
LTStraipsnyje pristatomi mokyklų bendruomenių apklausos dėl mokyklų tinklo optimizavimo rezultatai, atspindintys švietimo vadybos ypatumus bendrojo lavinimo švietimo reformos procese. Tyrimo problemą išreiškia probleminiai klausimai: Kaip švietimo vadybos principai realizuojami ir/arba pasireiškia įgyvendinant bendrojo lavinimo mokyklų tinklo optimizavimo reformą? Kokie pagrindiniai šio proceso trukdymai bei privalumai? Tyrimo tikslas - atskleisti mokyklų bendruomenių nuostatas ir lūkesčius, susijusius su mokyklų tinklo optimizavimo procesu, išryškinant esminius realizuojamos švietimo įstaigų tinklo vadybos ypatumus. Apklausta 520 respondentų (mokyklų vadovų, mokytojų, tėvų ir mokinių) iš šešių savivaldybių. Pateikti trys klausimai dėl tinklo pertvarkos: 1) kylančios problemos, 2) pasiekimai, 3) pasiūlymai tinklo pertvarkai. Tyrimas išryškino vidurinės ir žemiausios švietimo vadybos administravimo grandžių problemas. Atskleistos ir tinklo pertvarkos dviprasmybės, kai tie patys dalykai respondentų vertinami ir kaip trūkumai, ir kaip privalumai: svarbiausi tinklo pertvarkos laimėjimai susiję su materialiųjų bei žmogiškųjų išteklių valdymu. ENThe article delivers the results of the survey of scholastic communities in regards to the optimisation of schools network. The results reflect the main particularities of education management within a reform of general education schools. The problem of the research is represented by the following questions: how the managerial principles are implemented and/or evidence in a course of the network optimisation reform in general education schools? What are the main advantages and disadvantages of this process? The objective of the research is to disclose the attitudes and the expectations of scholastic communities related to the network optimisation reform, and highlight the main particularities of managing the network of education institution. Five hundred and twenty respondents (head of schools, teachers, parents, and pupils) from six municipal regions were surveyed. They got three questions related to the reorganisation of schools network: 1) problems, 2) achievements, and 3) suggestions for the reorganisation of schools network. The research disclosed managerial problems in middle and lower administrative levels, and pointed out the ambiguities of the network reorganisation reform, when the respondents considered the same things as both advantages and disadvantages: the most important achievements of the network reorganisation reform related to the management of tangible assets and human resources.
