Summary / Abstract:

ENThe article aims to respond to a question: what characteristics should higher education have in order to become a catalyst of social innovations especially in countries that outlive a transitional period? It is aimed to find a response to the problem in three parts of the article. The first part analyses the outcomes brought by public transformations to Lithuania and the importance of social innovations. It accentuated that most problems arise due to the change in a relation between personal and state values; the state priority is replaced by a person’s priority, and visible as well as hidden structures of society. The second part of the article accentuated the relation of social innovations with the area of technological and social innovations and the operational functions of a change agent as a catalyst. The article accentuates that the traditional agent of innovation is a person, although the article personifies the higher education as an agent. The article raises a question: could higher education deliver the role of a change catalyst? Higher education has to come out of the box and march hand-in-hand with the society, although without changing its mission—to intellectually emancipate the society. The third part of the article accentuated that the key assumption of the process is the integration of different higher education concepts: on the conceptual level—concepts of liberal higher education and service university; on the organizational level—concepts of democratic higher education and continuous education. It was accentuated that higher education should become the centre of public criticism.
