Nuteistųjų parengimo integracijai į visuomenę problemos

LTŠioje monografijos dalyje autorė tyrinėja nuteistųjų, atliekančių laisvės atėmimo bausmes, parengimo integracijai į visuomenę, šio proceso veiksmingumo ir jo tobulinimo perspektyvų aspektus. Jos nuomone, nuteistieji yra viena didžiausių socialinės rizikos grupių, todėl svarbu nustatyti, kas skatina individą nusikalsti, kokios vertybės, gyvenimo lūkesčiai ir poreikiai būdingi įstatymus pažeidusiam asmeniui, kokios jam reikia pataisos įstaigos personalo ir visuomenės pagalbos. Šiuo metu minėtų asmenų socialinė reabilitacija nepakankamai veiksminga, Šis procesas reikalauja rūpestingiau rengti nuteistuosius integracijai. Darbe siekiama atskleisti nuteistųjų socialinės reabilitacijos sampratą ir esmę, nustatyti nuteistųjų pasirengimo integracijai į visuomenę problemas bei trūkumus. Naudojama ši tyrimo metodika: analizuojamos LR įstatymų bei poįstatyminių aktų nuostatos, taip pat tarptautiniai teisės aktai, reglamentuojantys atliekančių laisvės atėmimo bausmę pataisos įstaigose, parengimą integracijai į visuomenę. Pateikiama statistinių duomenų bei anoniminio anketavimo rezultatai Marijampolės pataisos namuose. Autorė rašo apie nuteistųjų socialinės reabilitacijos reguliavimą, pataisos programų turinį, tyrinėja kalėjimo įnamių psichologines, bendrojo lavinimo, profesinio parengimo, integracijos į visuomenę, visuomeninių organizacijų vaidmens, švietimo programų sudarymo, užsienio šalių patirties ir kt. problemas. ENIn the third chapter - "The problems of convicts' integration" the authoress analyses the preparation process for the integration into society of the convicts that serve their sentences in the penitentiary, its effectiveness, as well as the perspectives of its development. The analysis of the legislation and of the practical process of integration has established that the social rehabilitation, being implemented by the convicts serving their sentences in the penitentiary, is not effective enough. Consequently, the process demands measures that would increase the efficiency of the convicts' preparation for the integration into society. The present research considers the concept of social rehabilitation of the convicts and the role of the convicts in case of successful integration into society. The problem of social integration is also touched upon in the paper. The drawbacks occur in the institutions that deal with the preparation of the convicts serving (heir sentences in the penitentiary for the integration into society. The range of the correction programmes also appears to be too narrow. In comparison with the experience of foreign countries, our correction process needs to be improved by applying foreign experience to the correction process, especially to the integration stage of the convicts both serving their sentences in the penitentiary and after the penalty execution.
