LTIki I pasaulinio karo buvę perdėm žemdirbių tauta, atkūrus nepriklausomybę lietuviai labai sparčiai plėtė savo pozicijas versluose ir 4-o dešimtmečio pabaigoje jų rankose jau buvo maždaug 40% mažmeninės prekybos, apie du trečdaliai užsienio prekybos ir per 60% pramonės ir amatų. Tačiau evoliucijos kelias netenkino radikaliųjų lietuvių visuomenės jėgų, kurių požiūrį į verslų "atlietuvinimą" išreiškė 1930 m. susikūrusi Lietuvių verslininkų sąjunga (LVS). Nuo 1935 m. LVS propagavo "miestų reformą", kurią suvokė kaip žydų kapitalo ekspropriaciją, jo perėmimą į lietuvių rankas. LVS nebuvo siaura profesinė organizacija. Ją kuriant ir jos veikoje dalyvavo platūs lietuvių visuomenės, ypač katalikiškosios ir tautininkiškosios jos dalies, sluoksniai. Žydai pripažino lietuvių ėjimo į miestus, į nežemdirbinius verslus, teisę ir neišvengiamumą, tačiau manė, jog tai turi vykti per laisvą konkurenciją. Lietuvos vyriausybė, pirmiausiai prezidentas Antanas Smetona, buvo evoliucinio lietuvių įsigalėjimo prekyboje ir pramonėje šalininkė. Kredito ir mokesčių politika, valstybės iždo investicijomis, leidimais ir koncesijomis proteguodama lietuvių verslininkus, ji pasisakė prieš drastiškas žydų išstūmimo iš ekonomikos priemones ir todėl 1939 m. žiemą vetavo ne tik LVS, bet ir didelės lietuvių visuomenės dalies sąmonėje subrendusią "miestų reformą". ENBefore the First World War, Lithuania was considered to be mainly an agricultural nation. After the restoration of independence, ethnic Lithuanians strived to confirm and expand their positions in trade; therefore, by the end of the 1930s, they already controlled 40 percent of retail trade, about two-thirds of foreign trade and more than 60 percent of national industry and trade. However, radical forces in Lithuanian society were not happy about this evolutionary trend, and their attitudes and ideas were represented by the Lithuanian Trade Association (LTA) established in 1930. The main concern of this Association was to "Lithuanise" trade and commerce. From 1935, the LTA advocated the so-called "town reform", which attempted to expropriate Jewish capital and hand it over to Lithuanians. The LTA was not a narrow professional organisation; broad circles of Lithuanian society, especially its Catholic and national groups, participated in the Association’s founding and activities. Acknowledging the industrialisation of Lithuanian society and the right of Lithuanians to engage in trade and business, the Jews were of the opinion that this should be done on the basis of free competition. The Lithuanian Government and President Antanas Smetona supported the evolutionary way of firmly establishing trade and industry. The government expressed its negative attitude towards drastic means to oust the Jews from Lithuanian economic life, by applying credits and taxes, budgetary investments and permits and concessions. In 1939, authorities banned both the LTA and "town reform".
