LTInovacijų atsiradimo įvairiose žmogaus veiklos srityse tempai nuolat auga, todėl išsivysčiusios valstybės pereina į naują inovacinės visuomenės formavimo etapą - ekonomikos, grįstos žinių generacija, sklaida ir vartojimu, kūrimą. Lietuvoje taip pat einama prie naujo inovacinio ekonomikos modelio. Ypač aktyvios žinių ekonomikos srityje yra aukštosios mokyklos, nes būtent čia yra rengiami specialistai, kurie privalo turėti inovacinės vadybos kompetencijų, gebėti valdyti žinias, kurti naujas. Vienu iš inovacijų valdymo aukštojoje mokykloje instrumentu tampa inovacinė politika, vykdoma ir valstybės valdymo, ir politikos formavimo pačioje aukštojoje mokykloje lygmenyse. Inovacinė politika - tai nuostatų ir poveikio metodų, naudojamų inovacinio produkto kūrimui, visuma. ENSpeed of occurrence of innovations in various spheres of human activities is constantly rising, thus developed countries move to a new stage of innovative society formation - creation of economy that is based on knowledge generation, dissemination and consumption. In Lithuania a new innovative model of economy is being approached as well. Higher schools are especially active in the field of knowledge economy because this is the place where the specialists who must have competencies of innovative management, to be able to manage current knowledge and to create new are trained. One of the instruments of innovation management in higher schools becomes innovative policy that is pursued on the levels of state governing as well as formation of policy in the higher school. Innovative policy is the entity of provisions and impact methods that are used to create an innovative product. Modem higher schools managed to preserve the following functions of traditional activities under the conditions of changing environmental market: training that foresees training of specialists as well as their re-qualification; investigative that foresees the development of new knowledge as well as giving a sense of the already existing; educating that shifts to the formation of student personality: civil responsibility, creative way of thinking, training of the personal need for self-realization; professional that foresees the training of competitive specialists that are able to absorb new spheres of professional activities, the function of cumulative scientific knowledge and preservation of cultural heritage and dissemination.Modern conditions determine innovative manner of the strategy of higher school activities, which is directed towards maximum inclusion of scientific applied activities to the training process; towards formation of new, possibly integrated training programmes and adequate decisions meant for improvement of training standards; towards application of new teaching technologies orientated to changing conditions. The main objective of the higher school that pursues innovative policy is qualitative training of the specialists that are orientated towards innovations to all underlying fields of technique and technologies, which is based on undivided process of knowledge development, receiving, dissemination and application. The instrument of innovative activities that is necessary to complete this objective is innovative policy in a higher school. On purpose to ensure the effectiveness of innovative policy constant evaluation of it is necessary. Key objective of the evaluation of effectiveness is to evaluate the degree and the dynamics of changes of the novelty in the sphere of innovations and in the entire activities of the higher school. Clear directions and criteria of evaluation are necessary for effective evaluation of higher school innovative policy. Everything that is new in the activities of a higher school is innovative and directed towards the future and a higher school must go faster in comparison with the changes that are happening around.
