Summary / Abstract:

LTStraipsnis grindžiamas Lietuvos prezidentų (Algirdo Mykolo Brazausko, Valdo Adamkaus, Dalios Grybauskaitės) Europos integracijos idėjų metiniuose pranešimuose analize 1993–2013 m. Prezidentas yra vienas svarbiausių politinių veikėjų Lietuvoje, didžiausius įgaliojimus turintis užsienio politikos srityje. Savo metiniuose pranešimuose prezidentas apibrėžia svarbiausius valstybės užsienio politikos klausimus, tokius kaip Lietuvos narystė Europos Sąjungoje (toliau – ES) ir pan. Todėl metinių pranešimų analizė padeda atskleisti prezidentų nuostatas ir vizijas konstruojant tam tikrus europietiškumo sampratos metmenis Lietuvoje. ENThe main purpose of this paper is to evaluate how European integration is constructed in the Lithuanian presidents’ annual reports. The focus on the nation’s political elites is based on the premise that the European integration process is largely driven by the national elites of the EU member states. The paper addresses these questions: 1) What are the peculiarities of reflecting "Europe" in Lithuanian presidential rhetoric? 2) What ideas and meanings dominate in the presidents’ interpretation of European integration and the EU? 3) How are European policies represented in presidential attitudes? The paper is based on a qualitative content analysis of presidents’ annual reports during the period 1993–2013. The theoretical framework of this paper is discursive institutionalism, which is concerned with both the role of ideas and discourse in politics. The analysis of presidential annual reports shows that "Europe" is represented as a symbol of liberation, democracy and modernization. However, the analysis reveals the conflicting communication logic when speaking about Europe. The European idea remains one based on competing claims about the need to preserve national identity and at the same time to deepen integration into European structures. [From the publication]
