EN[...] The aim of the present research is, with the help of experts – members of the academic community involved in the management of projects implemented at the institution – to distinguish factors (categories) which are significant for the higher school in the development of project management. In order to achieve effective management of a higher school, other higher schools could make use of the methodology used for the research: for the analysis of the data collected using the method of a semi-structured interview with experts (12 experts: 3 high/mid-level managers, 3 employees of the department for project management and 6 projeet implementers), the software NVIVO 10 was used. It helped to distinguish common codes typical to the field of speaking; after having found the similarities between them, significant categories were formed. Keeping in mind theoretical material, theoretical assumptions have been raised that the project activity inte grated with the strategic goals of the higher school is more effective and purposeful, including the idea that in order to improve the process of project management in a higher school, it is effective to involve more competent and motivated members of the community working in this field. The assumptions were proven after having completed a qualitative study on the relationship between project management activity of a higher school and strategic goals. Members of the community, who have experience in project management, are able to see the successes and missed opportunities of the activity, as well as the external and internal problems. The methodology used for the research were also approved. The categories relevant to all groups of experts are: the policy of project management at the University, the concept of a project, the role of top-level managers in project management, the role of the Department for project management in project management, project management, collaboration, communication, and the competences of project management and the factors which determine the involvement in a project activity. Excluding the common ones significant for the managers of the institutions were the categories of strategic management and micro-climate; the Department of project management and project implementers found significant the categories of external factors and team work. The results of the qualitative study revealed that the innovative project activity in Šiauliai University, despite being rather new, is methodologically well-articulated as well as understood broadly and deeply. Having collected the opinions of experts from separate groups, who are constantly interacting with one another in project management, in one text, we find scientific literature of recent years as well as insights from EU and national documents and to picalities. Critical and systematic thinking, identified by experts as essential competence in project management, evidently helped these experts to critically assess the problematic compatibility of strategic goals of the institutions of higher education with the goals of higher education on national level as well as with the particular case of Šiauliai University.
