Summary / Abstract:

LTPerėjimo iš socializmo į kapitalizmą kelias, kurį galima įvardinti kaip „kapitalizmas – kapitalizmas“, susijęs su dideliais materialiniais bei moraliniais, dvasiniais nuostoliais, todėl ir dabartiniu metu vis dar daro neigiamą įtaką šalies raidai. Siekiant paspartinti šalies sociokultūrinę ir ekonominę raidą, būtina kuo skubiau rasti naujų itin efektyvių valdymo sistemų. Šiame straipsnyje aptariamos naujos šalies ir organizacijų sociokultūrinio ir ekonominio vystymo racionalizavimo galimybės logistinio valdymo pagrindu, pateikiami šios problemos sprendimo konceptualieji aspektai bei būtinybė kurti specializuotą instituciją šiam valdymui realizuoti. ENIn this article presented importance of the growth of state government role and "human factor" for the evolution of reforms in poslso-victic period. Also there is short review of logistics from ancient times to present period, its development, trends and ways of using. Author's opinion about logistics as logic - applied science, about the methods and characteristics of thinking, branch, possibility to make formal systems of management and to rule them effectively are developed in the article. Logistics as a tool of social-economic process analysis and management is wider presented. There are shown advantages of logistics attitude preparing social-economic analysis of state and trying to achieve more rational management. Necessity to use systematic and cybernetic points of view more widely are also represented in the article together with investigation of operations and prognosis making methods, information technical supply methods and principles of communication, social-economic-mathematics modeling, the formation of better informational data basis structure and more rational preparing of logistic decisions. That can help to make professional general control, evaluation and analysis of systems, to foresee risks and form reactions in advance, in the legal - organizational adjustment to comprehend all parts of management in all the levels of systems. As a consequence opportunities will grow, more centralized (with respect of state) government of social-economic life in state and separate organizations, in the same time extending separate organizations independence and self-government.From the first sight this phenomenon is contradictory, but the essence of it is trying to achieve coincidence (compromise) between interests of state and self-government objects, optimizing marketing decisions on the science logistics ground. For realization of this marketing is foreknown separate institution - Department of Logistics. There are discussed functions and preconditions of this organization. High quality specialists of social-economic processes analysis, famous scientists and all needed service personnel would be concentrated in that organization, they would be preparing right plans and development scenario for the state government and other state institutions, would give advises about strategic questions and also would do other important state orders. The importance of modern professional skills and decisive role of personal character that the chief of organization must have, high organizing culture, psychological climate and necessity to open new system of motivation are noted in the article.
