Kaip bandyta keisti Kauno gubernijos ribas : slapti Rusijos valdžios projektai

LTStraipsnyje analizuojami XIX a. viduryje Rusijos politikų svarstyti Kauno gubernijos administracinio pertvarkymo sumanymai, jų atsiradimo aplinkybės bei tikslai. Taip pat aptariami ir kiti tuo laikotarpiu diskutuoti Šiaurės Vakarų krašto administracinių pertvarkymų planai. Gubernatoriaus teritorijų administraciniai pertvarkymai nebuvo įgyvendinti; tačiau diskusijose atsiskleidė Rusijos politinio elito etnopolitinis požiūris. XIX a. viduryje Rusijos vadovų planuoti Šiaurės Vakarų krašto administracinio pertvarkymo projektai dažniausiai siekė sumažinti „lenkiškos“ civilizacijos arealą. Šiuo tikslu numatyta sumažinti Vilniaus generalgubernatoriaus jurisdikcijos teritoriją, o keletą vadinamosios Didžiosios Rusijos apskričių prijungti prie Mogiliovo ir Minsko gubernijų. 1865 m. aukščiausiems Rusijos valdžios pareigūnams Vilniaus generalgubernatoriaus padėjėjo Aleksandro Potapovo įteiktas pasiūlymas žemaitiškas Kauno gubernijos apskritis (Telšių, Šiaulių ir Raseinių) prijungti prie Kuršo gubernijos, o kitas - prie Vilniaus jau buvo sąlygotas ne tiek „lenkų”, kiek lietuvių keliamo pavojaus.Šitaip tikėtasi išskaidyti lietuvius. XIX a. viduryje svarstyti pasiūlymai priskirti didesnę ar mažesnę Kauno gubernijos dalį Pabaltijo generalgubernatoriaus žiniai buvo neįgyvendinti ne tik dėl tam tikrų administracinių sunkumų, bet ir dėl etnopolitinių sumetimų. Tuo laikotarpiu stiprėjo Rusijos politinio elito nepasitikėjimas Pabaltijo vokiečių politiniu lojalumu. ENThe article analyses the plans considered by Russian politicians in the middle of the 19th century to reorganize the administrative boundaries and administrative jurisdiction of the Kaunas governor's territory, and the aims and circumstances of the occurrence of such plans. Other projects for a change in the administrative boundaries in the Northwest region were discussed at that time, too. The administrative boundaries of the governors' territories were not changed; however, the course of the discussions revealed the ethno-political reasoning of the Russian political elite. The plans for reorganizing the administrative boundaries of the Northwest region proposed in the middle of the 19th century by various members of the Russian governing elite most frequently were aimed at the reduction of the range of Polish influence. Both the reduction of the territory under the jurisdiction of the Vilnius general governor and a project, according to which several districts from the so-called Great Russian governors' territories had to be joined to the Mogiliov and Minsk governors' territories, could serve this purpose. A proposal to join the Samogitian districts of the Kaunas governor's territory (Telšiai, Šiauliai, and Raseiniai) to the Kurland governor's territory and the remainder of the territory to the Vilnius governor's jurisdiction (presented in 1865 to the highest Russian government officials by Aleksandr Potapov, an assistant to the Vilnius general governor) was conditioned not so much by the danger caused by both the "Poles" as by the Lithuanians.By changing the administrative boundaries it was hoped to disperse Lithuanians. The proposals considered in the middle of the 19th century which assigned a larger o r smaller part of the Kaunas governor's territory to the authority of the Baltic general governor were not realised. This was not only due to certain administrative difficulties which would have arisen but also due to ethno-political considerations. It was at that time that the position of those members of the Russian political elite who no longer trusted the political loyalty of the Baltic Germans became stronger. [text from author]
