Summary / Abstract:

LTStraipsnyje analizuojama neformaliojo suaugusiųjų švietimo situacija Lietuvoje valstybinio sektoriaus atvejo pagrindu. Be to, siekiama nustatyti santykio tarp priimamų politinių sprendimų ir viešojo diskurso pobūdį. Tyrimo koncepcija remiasi mokymosi visą gyvenimą filosofiniu ir empiriniu pagrindu. Atlikus atvejo studiją konstatuojamos šios pagrindinės kliūtys, apsunkinančios neformaliojo suaugusiųjų švietimo plėtotę valstybiniame sektoriuje: a) finansavimo stygius; b) didėjanti bedarbystė ir potencialių besimokančiųjų motyvacijos stoka; c) žinių, įgytų savaiminiu būdu, pripažinimo mechanizmo nebuvimas; d) bendros mokymų sistemos privačiame ir valstybiniame lygmenyse nebuvimas, kas apsunkina konstruktyvios konkurencijos principo įgyvendinamumą šalies darbo rinkoje ir kartu eliminuoja organizuojamų mokymų kokybės stebėsenos galimybę, užkerta kelią būsimų mokymų dalyvių motyvacijos žadinimui ir siūlomų programų patrauklumui. ENLithuania, along with other Eastern European countries, has experienced huge changes within late decades (i.e. globalization in all spheres of social activities, liberalization of labor market, pluralistic ideas in education curricula on the basis of cosmopolitism, the beginning of open intercultural communication and its different approaches to the individual experience, intercultural dialogue etc.). The most obvious changes have occurred in the education system in general, especially nonformal education curricula has experienced unprecedented changes, i.e. a large step from broad subject teaching to quite narrow and more specific fields analyzing and learning. Also one of the main changes in nonformal education sphere was the legalization of recognition process of self-based learning and skill forming outside the formal education institutions. Adult nonformal education peculiarities in Lithuanian public sector are analyzed in this paper with the emphasis on relations manner between making the political decisions and public discourse. The concept of the whole research is based on the philosophical and empirical approaches within lifelong learning frame.Such obstacles are revealed after the research was conducted, i.e. i) the lack of financing nonformal education activities; ii) increasing unemployment and the lack of motivation for possible adult learners; iii) the absence of the mechanism for acknowledging ones' skills and knowledge that were gained informally; iv) the absence of unified education system both in public and private sectors that undoubtedly affect negatively the principle of realization the constructive competition within state's labor market. This fact also eliminates the possibilities for monitoring procedures while evaluating teaching quality. [From the publication]
