LTStraipsnyje analizuojama Lietuvos Respublikos ministerijų strateginio planavimo būklė. Identifikuojami ministerijų veiklos planų neatitikimai reikalavimams, nustatoma institucinės struktūros įtaka strateginiam planavimui, įvardinamos skirtinguose strateginio planavimo etapuose išryškėjančios problemos, įvertinama ekonominio sunkmečio įtaka ministerijų strateginiam planavimui. ENThe idea of this article is to present strategic planning at the level of Ministries in Lithuania. The conditions of strategic planning in Ministries of Lithuania are compared and analyzed. The authors identify unconformities of Ministries' performance plans with requirements, define the influence of institutional structure on the strategic planning, propose the problems at different stages of strategic planning, and assess the influence of financial and economic recession for strategic planning at Ministries. The analysis can be argued in terms of difficulties that ministerial staff faces trying to select and formulate a proper assessment indicators (criteria) determining the exact evaluation of the achieved institutional strategic objectives. Difficulties also arise in the preparation of both internal and external factors analysis. Environmental analysis lacks specificity and comprises few quantitative indicators, resources analysis is a very narrow, incompletely or not at all acclaimed in some areas. In SWOT analysis we can observe the danger that strong budget reduction for Ministries will not attain its strategic objectives set in most of the Ministries’ plans. However, strategic performance plans have been formulated to deliver the highest quality Ministries Mission that emphasizes the uniqueness of each institution, distinguishing it from others and giving a specific activity. The results of the research confirms that in all the Ministries are individual structural units responsible for the strategic planning, though many ministerial department workers consider it as meaningful activities, mostly because these units support and coordinate all the strategic planning process. On the other hand, other structural subdivisions of the Ministries also contribute to strategic planning and often offer suggestions and recommendations.It should be noted that the majority of Ministries' subsidiaries apply strategic planning, but even half of them are facing problems in combining strategic plans with the Ministry. According to the respondents the research of environment, resources and SWOT analysis are problematic development phases of the strategic plan, because it is difficult to predict the dynamic changes occurring in environment. In addition, it is not always possible to align the formal requirements of the programs with the strategic goals and objectives of the contents. Moreover, even nine formulated assessment indicators for Ministries are treated as having deficiencies. Twelve representatives from different Ministries confirmed that sometimes it is problematic to realize the objectives of the Government program, state long-term and medium term programs within their programs, because they are obscure and badly formed. Finally, the results of the research confirmed that strategic planning in Ministries chiefly allows to understand the strategic objectives of the performance plan and enables to effectively plan and re-allocate financial, material and human resources.
