Nuclear energy in transition. The Ignalina nuclear power plant from Soviet to Lithuanian rule
ENThis chapter focuses on the history of the relations between nuclear energy and society in Lithuania. From the first years of its construction in the 1970s until its decommissioning in 2009, the Ignalina NPP played the defining role in shaping relations between the population and the authorities as far as nuclear policy is concerned. The case of the Ignalina NPP is one that demonstrates how different claims were articulated and used by scientists, experts, political actors and grass-roots organizations in a period starting from the Soviet Union and going right up to (and even beyond) the moment of Lithuania’s accession to the European Union. The chapter studies this period to chart the trajectories of the Ignalina NPP both within political transitions, from Soviet to Lithuanian control, and within energy transitions, from construction through various stages of operation towards full decommissioning.
