LTŠio straipsnio tikslas - analizuoti kompleksinius ekspertų ir kitų agentų santykius, susidariusius viešosios politikos formavimo procese įgyvendinant nepilnamečių justicijos reformą. Nepilnamečių kriminalinę justiciją bendrame vaikų teisių apsaugos ir nusikaltimų kontrolės kontekste būtų galima įvardyti kaip vieną iš sričių, kurios reformos reikalingiausios, tačiau dėl įvairių priežasčių teisinė ir institucinė šios srities reforma mažiausiai pasistūmėjusi į priekį ir tik neseniai įgavo pagreitį. Kuriant ir įgyvendinant nepilnamečių justicijos politiką dalyvauja įvairios ekspertų grupės - teisininkai, policininkai, socialiniai darbuotojai, medikai, perauklėjimo specialistai etc. Jų atstovai "viršuje" rengia strateginius reformos planus ir priemones manipuliuodami savo profesiniu išmanymu ir akademiniu diskursu, tuo suaktyvindami tų sričių, kurios naudingos ne tik politikos raidai, bet ir tolesniam jų pačių profesinės veiklos tobulinimui ir karjerai, reformos tempus. Šiame straipsnyje siekiama paaiškinti, kaip vyksta socialinių žinių apie nepilnamečių justiciją mobilizavimas, kai Lietuvos politinė valdžia deleguoja užduotis ekspertams. Analizei naudojant kokybinį metodą (pusiau struktūriniai interviu su ekspertais) ir Feiringo (1998) analitinį trijų lygių: viešosios politikos formavimo (valstybės lygis), ekspertų įtakos (interesų grupių lygis) ir individų karjeros (individo lygis) modelį bandoma paaiškinti procesą, kurio metu tam tikros ekspertų grupės, siekdamos valdžios arba/ir karjeros, monopolizuoja įtakos sferas. ENThe article aims at providing an analysis of the complex relations between experts and other agents, which emerged in the process of shaping of public politics when implementing the reform of the criminal justice, pertaining to minors, which, in the overall context of protection of children’s rights and the crimes, done by minors, could be named as one of the areas, the reforms of which are most necessary. However, due to different reasons, the legal and institutional reform of the area is least advanced and was accelerated only not long ago. Different expert groups, i. e. lawyers, police people, social workers, medicine doctors, reform specialists, etc. participate in the development and implementation of the minors’ justice politics. Their representatives “on top” prepare strategic reform plans and the measures by manipulating their professional know-how and the academic discourse, thus activating the rates of reformation of the areas, beneficial both to the development of politics and the further development of their professional activities and their careers. The article aims at explaining the ways of mobilization of the social knowledge on the justice, pertaining to minors when the political powers in Lithuania delegate tasks to experts. The quality method, employed for the analysis (semi-structured interviews with experts) and Feiring’s analytical model of three levels (1998): formation of public politics (the state level), the experts’ influence (the interest groups level) and individuals’ career (the individual’s level) are attempted to be used to explain the process, during which certain expert groups, striving for power and/or career, monopolize the areas of influence.
