Summary / Abstract:

LTStraipsnyje analizuojamas atvejo vadybos procesas tarpinstitucinio bendradarbiavimo kontekste, teikiant pagalbą Lietuvoje socialinę riziką patiriančioms šeimoms. Remiantis teorinėmis įžvalgomis, efektyvus tarpinstitucinis bendradarbiavimas tiesiogiai priklauso nuo komunikacinės praktikos ir orientuotas į tam tikrus strateginius tikslus, kuriant veiksmingesnę socialinių paslaugų sistemą, sudarant palankesnes pagalbos šeimai galimybes. Siekiant pagrįsti tarpinstitucinio bendradarbiavimo svarbą, kaip reikšmingą priemonę teikiant pagalbą socialinę riziką patiriančioms šeimoms, tikslinga tirti šio proceso dalyvių patirtis ir lūkesčius, kurie susiję su organizacijų tarpusavio priklausomybės valdymu ir įsitraukimu į keitimąsi būtinais ištekliais. Atliekant tarpinstitucinio bendradarbiavimo atvejo vadybos proceso praktikos analizę bus siekiama išskirti esminius veiksmingo tarpinstitucinio bendradarbiavimo veiksnius ir kliūtis, telkiant pagalbos teikėjus, planuojant, teikiant pagalbą vaikui ir (ar) šeimai, bendradarbiaujant su valstybės, savivaldybių institucijomis, įstaigomis ir kitomis organizacijomis. Pagrindiniai žodžiai: tarpinstitucinis bendradarbiavimas, atvejo vadybos procesas, socialinę riziką patiriančios šeimos. [Iš leidinio]

ENEffective inter-institutional cooperation in the case management process depends directly on the communication practice, and is oriented towards certain strategic goals, building a more effective system of social services, and improving opportunities for aid for families. In this article, we analyse the process of case management in the context of inter-institutional cooperation, while providing aid to families at social risk in Lithuania. According to the theoretical framework, effective inter-institutional cooperation depends directly on the communication practice, and is oriented towards certain strategic goals, building a more effective system of social services, and improving opportunities for aid for families. In order to argue for the importance of inter-institutional cooperation as a significant aid tool for families at social risk, it is appropriate to examine the experiences and expectations of participants in this process relating to the management of inter-dependency between organisations and involvement in the exchange of necessary resources. With the help of analyses of the practice of inter-institutional cooperation in the case management process, we attempt to emphasise the essential factors in and obstacles to effective inter-institutional cooperation, assembling aid providers, planning, providing aid to the child and (or) family, and cooperating with government and local authority institutions and other organisations.Aspects of inter-institutional cooperation were defined and analysed by: D. W. Lang (2002), L. C. Johnson, H. Wagner and R. L. Barker (2003), D. D’Amour, Ferrada-Videla, L. San Martin Rodriguez, M. D. Beaulieu (2005), R. J. Vance (2006), C. Lindsay, R. W. McQuaid, M. Dutton (2008), T. Anyonge, S. Jonckheere, M. Romano, A. Gallina (2013), N. Miginis, M. Ulozas, A. G. Raišienė, R. Vanagas, B. Žuromskaitė, A. Stasiukynas, A. Dromantaitė, A. P. Girčys, R. Tamošiūnaitė, M. Bileišis (2014), and J. D. Thompson (2017). The importance of inter-institutional cooperation is obvious and clearly defined; on the other hand, according to scientific study analyses (Raišienė, Smalskiai, Gečienė, 2019; Raišienė, Baranauskaitė, 2008; Liukinevičienė, Paulauskienė, 2019), the topic of thorough inter-institutional cooperation remains relevant. Research objective: to show the aid opportunities in the case management process for families at social risk. Research methods. Scientific literature analysis, document analysis, qualitative inquiry (content analysis). This research is based on the system theory, which suggests communication as the major concept in systems theory. The current research performed 12 anonymous semi-structured individual interviews, aiming to reveal the aid opportunities for the case management process for families at social risk in the context of inter-institutional cooperation. The research results were processed using the qualitative content analysis method. The respondents were case managers, child protection service specialists, social workers, and social pedagogues. pedagogues. The results indicated that the research respondents clearly understand their professional goals, identifying the influential characteristics of factors on effective cooperation, and the lack of effective inter-institutional interaction. In order to optimise inter-institutional cooperation in the case management process, it is appropriate to form a new inter-institutional communication model, establishing goals, making decisions, and adapting decisions in practice. Also important is the monitoring of the cooperative process, the algorithm for the evaluation of the accomplished results, which would help in making the necessary systemic corrections where needed. Discussion. The research results indicate that thorough inter-institutional cooperation directly influences the professional motivation of the respondents, and redirects respondents’ levels of direction and activity of effort. It could be suggested that as case managers, child protective service specialists, social workers and social pedagogues aim for effective professional functioning, they notice the need for inter-institutional cooperation, which would impact the process of an effectively operating partnership network by providing aid to families at social risk.
