ENIn a democratic society government has to change into self-government. Therefore establishing various institutions it is neccessary to change staff formation and administration structures as well. So it is worth while examining the development of staff formation and management in different psychopedagogical aspects. It is not enough to know the staff and to understand the organization well. The successful development of the organization depends on the style, strategies and goals of management as well as it meets the interests and needs of the employees. Traditionally there are three ways of staffformation: autocratic, democratic and liberal. In the first case it is usually performed by higher rank managers. In the second case - competition is held. In the third case - the manager is elected by the staff. The method of staff pyramid formation effects staff members internaction and determines the type of the organization. Management loses its essence in the process ofselfexpression, creativity of especcially high - cultured staff. It is characteristic of high - productivity, intelectual, scientific, pedagogical, medical groups, where every member has best opportunities for self - reliazation. It is imposible to control creative work. In this case a liberal leader is needed. Therefore individual member should be protected from some other members seeking to profit by the creativity ofthe independent. Self-cooperation and mutual understanding is characteristic of a liberal group. It comes to the conclusion that autocracy is changed by democratic relationship. As they are not eternal, liberal relationship will surely replace it. That is why the attention should be paid to the new aspects of self-regulation management and all the acts of management should be directed at the potencial of creative work.
