Summary / Abstract:

LTStraipsnyje nagrinėjama Baltarusijos kaimo bendruomenės valstybinėse valdose egzistavimo ir funkcionavimo XVI-XVIII a. problema. Autorius įrodinėja, kad Baltarusijoje šiuo laikotarpiu egzistavo kaimo bendruomenė, kurioje nevyko periodiško žemės perskirstymo. Baltarusijoje valstiečių bendruomenei apibūdinti buvo vartojami du terminai: „valsčius“ - teritorinė bendruomenė, kurių sudarė keli kaimai, priklausę tam pačiam žemvaldžiui, ir „sueiga“ (gromada) - atskiro kaimo bendruomenė, kuri sudarė dalį valsčiaus bendruomenės. Bendruomenė pati nustatė naudojimosi ganyklomis, miškais, kartais arimais ir bebrų medžioklės, žvejybos tvarką. įgyvendinus XVI a. vidurio - XVII a. pradžios reformą pablogėjo bendruomenės socialinė ir ekonominė padėtis. Tačiau ir po reformos kaimo bendruomenė Baltarusijos rytinėje ir vakarinėje dalyje išliko. Ji veikė būtent valstiečių, o ne valdžios pastangomis. Įsitvirtino ir kūrėsi tos bendruomeninės tradicijos, kurių reikėjo kaimo gyventojams. Valstybė palaikė šias bendruomenės veiklos sritis, kuriomis buvo pati suinteresuota: kolektyvinę atsakomybę, kapų teismą, bendrą mokesčių ir duoklės rinkimą. Bendruomenės reikšmė išaugo per XVII a. antrosios pusės - XVIII a. pirmosios pusės karus ir po karo, kai reikėjo atkurti ūkį. Valstybė, siekdama greičiau atkurti ekonomiką, taikė lengvatines sąlygas kaimo bendruomenei žemėnaudos, mokesčių ir prievolių srityje. Atstačius ūkį bendruomenės įgaliojimai naudotis ir disponuoti žeme buvo apriboti. Po padalijimų Rusijos imperija Baltarusijos teritorijoje įvedė valstybės valdomas „kaimo bendruomenes“. Jos iš esmės skyrėsi nuo tos bendruomenės, kuri egzistavo ATR laikais. Tai jau buvo ne savivaldi institucija, bet valstybės organizuojama kaimo žemėnauda ir administracinis valstiečių valdymas. ENThis article on state possessions deals with problem of the existence and functioning of rural communities in Belarus in the 16th - 18th centuries. [...] After the agrarian reform in the middle of the 16th through the early 17th centuries the socio-economic position of the community deteriorated. However, both the east and west Belarusian communities remained after agrarian reform. They survived thanks precisely to the peasants, not the authorities. The communal traditions that were necessary to the rural population were consolidated and developed. The state supported community activities in which it was interested: mutual responsibility, the peasant court, joint taxes, and tribute collection. The role of the community increased during the wars in the second half of the 17th through the first half of the 18th centuries and during the post-war economic reconstruction: for faster economic recovery the state created preferential terms for peasant community activities, including land use, tax, and tribute rating. As the economy recovered, the community’s powers over the disposal and use of land were limited. After annexation by the Russian Empire, state-run “rural societies” were introduced in the territory of Belarus. They differed radically from the communities that existed in Belarus during the Grand Duchy of Lithuania and the Polish-Lith- uanian Commonwealth. It was no longer an institution of self-organization but a form of peasant land tenure and the administration of the peasantry by the state. [From the publication]
