EN[...] The monograph aims to define the theoretical paradigms of information management, analyse and assess the situation of information management, determine the maturity level of information activities and, depending on the environmental changes and institutional characteristics, provide the information management prospects for change in the public sector (ministries of the Republic of Lithuania). The monograph defines and analyses the theoretical and practical issues in coherence with various scientific research methods. Based on the methods of literature analysis and comparative literature analysis, it aims to reveal the assessment tools and the importance of information management, information resource management, manager’s conceptual approaches and models of information behaviour, information management planning and information management assessment and to highlight the solutions for information issues in the context of change in information activities. A questionnaire was used to survey ministries’ employees in order to analyse the information management practice and users information behaviour, and determine the maturity level of the information practice in the ministries that were examined. The interview method was used with the employees responsible for the ministry’s information practice in order to reveal the planning process of information practice, the processes of information organising, information sharing within the ministry and in order to assess the ministry’s control over the information processes. The monograph consists of five parts. The first section addresses the importance of information and its management to an organisation in the context of change. The peculiarities of information society, which is associated with extensive access to and transmission of digital information in business, communities, and public institutions, are disclosed. [...].The second section provides definitions of information and conceptual approaches. The origins and changes of information management are analysed and information management processes presented. The development of theoretical thought on information resource management and conception of information resource management that is often referred to by scientists as holistic and usually applied to information management in the public sector. [...] The third section, after evaluating the multiple meanings of the concept of information management, addresses the technology-oriented information management approach dominant in the Lithuanian public institutions that emphasizes the importance of information technologies in procedural operations, implementation and improvement of information systems, and computerisation of document management process. Based on this approach, the information management planning is analysed, taking into account the importance of information policy and information strategy, and the key strategic documents of the government of the Republic of Lithuania that shape the guidelines of the development of information society and the creation of information resource management and information infrastructure, are discussed. [...] Information audit as a control tool is analysed, the complexity of information audit is discussed and the methodologies and standards of good practices used in the Lithuanian public sector are discussed. The fourth section analyses user information behaviour at the individual level of information management and discusses the factors affecting information behaviour (situational, emotional and cognitive).The information management analysis discusses changes in the role of information specialist, analyses key trends that determine the changes of specialist’s functions, and highlights competencies that enable efficient execution of information practices and satisfy the needs of a modern innovative organisation. The fifth section presents scientific research that is based on the information management paradigms analysed in the theoretical part of the study. The study is aimed at the analysis of the situation of information management in the ministries of the Republic of Lithuania. In order to achieve the study objective, it combines qualitative and quantitative research methods, which enable a comprehensive and integrated assessment of the information management policy and strategy development, realisation of the information management functions, establishment of the maturity level of the information practice, and it also presents the development trends of information management in the public sector in Lithuania. The monograph on information management in the public sector in Lithuania (ministries of the Republic of Lithuania) is significant not only from a theoretical point of view, but also for its practical application. The monograph provides conclusions, recommendations that could ensure a comprehensive and consistent workflow of practical information: ministries’ strategic planning, development and implementation of shared vision, centralised institutional coordination, effective management of information infrastructure and information resources, integrity of information resources, quality of information services, etc. This would result in effective information management, based on valuable, better quality information, knowledge and experience-based effective solutions.
