LTStraipsnyje nagrinėjamas Nepilnamečių justicijos 2009-2013 m. programos įgyvendinimas. Pateikta Teisės institutui informacija rodo, kad ją įgyvendina keturios institucijos: LR teisingumo ministerija, LR švietimo ir mokslo ministerija, Kalėjimų departamentas ir Policijos departamentas. Mokymai analizuojami, parenkama tematika, vyksta tikslinių grupių atranka, kokybės vertinimas kvalifikacinių reikalavimų lektoriams ir kitais klausimais. Ši analizė parodė, kad mokymai stokoja sistemingumo, tobulintinas jų įgyvendinimas, pasigendama tarpžinybinio bendradarbiavimo. Todėl derėtų sukonstruoti sisteminių tęstinių mokymų modelį, jį pagrindžiant mokymų poreikio, turinio ir formų derme, orientuojantis į tarpinstitucinį bendradarbiavimą, ir atlikti kitą veiklą, siekiant tobulinti šios programos įgyvendinimą. Tuo tikslu pateikiamos Nepilnamečių justicijos 2009-2013 m. programos įgyvendinimo analizės išvados ir rekomendacijos jai tobulinti. ENArticle analyses the implementation of the Programme of Juvenile Justice for 2009-2013. The information provided by the Institute of Law shows that this programme is being implemented by four institutions: the Ministry of Justice of RL, the Ministry of Education and Science of RL, Prison Department and Police Department. Each institution implements the Programme in their own way. Generalising their activity, it can be stated that training programmes are analysed in terms of selected themes, choice of target groups, quality assessment, qualification requirements for lecturers and other aspects. This analysis revealed that trainings lack systematicity, their implementation should be improved and interdepartmental collaboration is insufficient. Therefore, a model for systemic continuous trainings should be constructed based on compliance of need for training courses, their content and form, focusing on interinstitutional collaboration and aimed at any other activities that contribute to improvement of implementation of this programme. Evaluation and assessment of the organised training seminars have been considerably neglected. With exception of the Centre of Special Pedagogy and Psychology, other methodologies prepared for evaluation of training sessions are not adequate for acquisition of necessary information and for its appropriate use to improve the quality of lectures.The results of the research revealed an episodic implementation of the Programme of Juvenile Justice by all the institutions responsible for carrying out of this programme. The held seminars were not analysed in a correct way and aspects for their improvement were not pointed out. It should be noticed that there is a lack content analysis of lectures linking it with the needs of target groups. Moreover, the target group should be formed in a more objective way allowing its prospective members to assess their theoretical and practical competences as well as possible benefit of a training session. More detailed descriptions of seminars would be very useful as well as information on future projected training course. The research revealed that all the analysed institutions paid insufficient attention to implementation of the Programme of Juvenile Justice and this process should be improved. Therefore, conclusion of analysis of trainings provided for in the Programme of Juvenile Justice for 2009-2013 are presented as well as recommendations for their improvement. [From the publication]
