LTŠvietimo reforma Lietuvoje tęsėsi beveik penkiolika metų. Vienas iš prioritetinių reformos tikslų yra mokymo programų modernizavimas, kuris apima naujų ir esamų mokymo programų tobulinimą, diskusijas apie švietimo pasiekimų standartus, metodinių priemonių rengimą ir kt. Kai kurie iš šių uždavinių buvo įvykdyti, tačiau kiti yra tik pusiaukelėje. Šio straipsnio tikslas – išanalizuoti mokymo programų pokyčius švietimo reformos procese; įvertinti mokymo programos pokyčių kritinius etapus; numatyti tolesnius žingsnius keičiant mokymo programą ir jų įgyvendinimo gaires. Taikyti šie tyrimo metodai – dokumentų analizė; mokymosi pasiekimų peržiūra (TIMSS, nacionaliniai mokinių pasiekimai); ekspertų vertinimo išvados (OECD ir kt.); mokytojų diskusijų apibendrinimas. Tyrimo analizė išryškino, kad mokytojų kvalifikacija, susijusi su pokyčiais klasėje, vis dar išlieka pagrindine problema. Aktyviausi mokytojai ir mokyklos dalyvauja inovacijų sklaidos ir diegimo procese. Nepaisant to, dalis mokytojų ir mokyklų išlieka gana pasyvi, todėl akivaizdu, kad nepakanka bendrųjų programų ir švietimo standartų sklaidos bei kitų naujovių. Svarbiausias trumpalaikis tikslas yra bandyti įtraukti visą mokyklos bendruomenę į pokyčius ir tobulinimus, vykdomus mokyklose, ir į visiškai naujos mokymosi kultūros kūrimą. ENEducation reform in Lithuania lasted for almost fifteen years. One of the priority goals of the reform is modernization of curricula and that includes the development of new and existing curricula, discussions about standards of educational achievements, preparation of methodological tools etc. Some of these objectives have been fulfilled, but others are only halfway. The aim of this article is to analyse the changes of curricula in the process of educational reform; to evaluate the critical stages in changing the curricula; to foresee the further steps in changing the curricula and its guidelines of implementation. The following are the methods of research that were used: document analysis; overview of learning achievements (TIMSS, National Achievements of Students); conclusions of expert evaluation (OECD, etc.); summary of teachers' discussions. Research analysis has shown that the qualification of teachers that is related to the changes in the classroom is still the main issue. The most active teachers and schools participate in the process of innovation dissemination and implementation. Despite that, some of the teachers and schools remain relatively passive and that is why it is obvious that the dissemination of the general programs and educational standards is not enough without other innovations. The most important short-term goal is to try to involve the entire community of the school in the changes and improvements that are happening in schools and into the development of an entirely new culture of learning. Better education quality assumptions are the strategic priority of education and a definition of long-term planning, a systematic support for schools and a coordination of actions in all levels of education (national, municipality, school).
