Summary / Abstract:

ENReasons for unemployment increase, regional situation analysis and possibilities of creating new workplaces in rural areas are examined. It is estimated that during the last decade economic, social and demographic processes proceeding in Lithuania's countryside and especially in the agricultural sector have had a negative impact on the quality of human resources and labour force in rural areas. This has determined the unemployment rise in rural areas. Some countrymen, receiving low income, could not afford to allocate enough resources for health protection, studies, education, culture as well as business and this has resulted in their insufficient economic activity, lack of initiative, incapacity to work under market conditions. The unemployed in rural areas, which makes up 13% of the whole rural labour force is characteristic of people with poor education and scarce professional preparation that does not meet market demands as well as deficiency in specialisation capability, enterprising, mobility and financial capacity. Development of economic activities in rural areas and creation of new workplaces are being impeded by investors-unfriendly rural environment, unfavourable crediting and taxing systems, poorly qualified labour force, and low purchasing power. The principal unemployment reduction trends proposed are as follows: 1) creation of new workplaces inducing and backing businesses; 2) development of passive and active employment furtherance means considering the demographic and economic situation of rural areas; 3) increase of adjustment to market by paying more and more attention to training, teaching and nurturing of personal and moral qualities of the unemployed and of their motivation.
