Summary / Abstract:

LT2008–2009 m. recesija, paveikusi pasaulio ekonomiką, iškėlė naujus iššūkius Europos statybų sektoriaus vystymui. 2008–2009 metais daug šalių susidūrė su dideliu gamybos ir užimtumo nuosmukiu. Straipsnio tikslas yra išanalizuoti statybų sektorių makroekonominiu požiūriu, palyginant statybų rinkos pokyčius, pasireiškusios krizės metu dvidešimtyje Europos šalių. Statybos sektorius vertintas taikant MULTIMOORA metodą, kurio pagalba galima analizuoti visus rodiklius atsižvelgiant į jų santykinę svarbą ir todėl galima pateikti tikslesnį alternatyvų įvertinimą. Po to taikoma dominavimo teorija siekiant įvertinti ir suranguoti statybų sektorių dvidešimtyje Europos šalių situaciją 2008–2009 m. 2007 m. pabaigoje per didelis investavimas į būsto rinką Jungtinėse Amerikos Valstijose baigėsi kainų kritimu ir to pasėkoje nuostoliais gyventojams hipoteką teikusiuose Amerikos bankuose. Amerikos bankai pasiskolino iš Europos bankų remdamiesi per daug spekuliacinėmis prielaidomis. Taip recesija išplito Europoje. 2008–2009 m. 20 Europos šalių statybų sektoriaus recesija nestimuliavo smunkančių nacionalinių ekonomikų, galbūt tik išskyrus Vokietijos statybų pramonę. Dar blogiau, Belgijos statybų pramonė nacionalinę ekonomiką veikė procikliškai, nepaisant fakto, kad vyriausybė sumažino pridėtinės vertės mokestį tam tikroms statybų veikloms. Be to, statybų sektorius kiekvienoje Europos šalyje nebuvo pirmasis, kuris atsigavo atėjus santykiniam ekonomikos pakilimui 2010–2011 m.Reikšminiai žodžiai: MULTIMOORA; Plėtra; Recesija; Statybos sektorius; Statybų sektorius; Construction sector; Development; European Union; MULTIMOORA; Recession; Europos Sąjunga (European Union).

ENThe recession 2008-2009 which influenced the World economy has set new challenges for the development of the European construction sector. In the years 2008–2009 a great number of countries faced serious production and employment breakdowns. The purpose of this paper is to analyze the construction sector from a macroeconomic point of view by comparing construction market variations appeared during the crisis in twenty European countries. Therefore statistical indicators of the construction sector were used and a multiobjective evaluation method under the name of MULTIMOORA was employed. However these traditional indicators of the construction sector deliver an incomplete definition of real situations within the sector as during the recession plenty of constructed buildings remained unsold. Therefore the authors of this article propose a rather complex comparison of construction indicators for different European countries. The case study provides the analysis and calculations performed with the help of the MULTIMOORA method. This method enables the evaluation of European countries in accordance with the investigated objectives and ranges them into different groups according to the objectives set for the construction sector.
