Summary / Abstract:

LTDidžiausias Europos Sąjungos plėtros etapas ne tik išplėtė Bendriją dešimtimi naujų narių, bet ir gerokai pailgino išorines ES sienas, pagausino kaimyninių valstybių gretas. Šiems pokyčiams suvaldyti ES inicijavo Europos kaimynystės politiką (EKP), kurios interesų sfera iš dalies sutampa su tradicine Rusijos įtakos zona. Rytų kaimynystė tapo nauja sudėtingų ES ir Rusijos santykių fronto linija. Vos tapusios ES narėmis, trys Baltijos valstybės aktyviai susidomėjo EKP teikiamomis galimybėmis plėtoti santykius su „naujosiomis“ kaimynėmis. ES kaimynystės politika Baltijos valstybių užsienio politikoje įgijo reikšmingą vaidmenį. Kyla klausimas, kodėl rytinės kaimynės tapo tokios svarbios Baltijos valstybių užsienio politikoje. Šiame knygos skyriuje keliama idėja, jog Baltijos valstybės pasitelkė Rytų kaimynystės politiką siekdamos konsoliduoti savo kaip europietiškų ir vakarietiškų valstybių identitetą, bandydamos iš naujo apibrėžti savo santykius su Rusija ir ES. Siekiant pagrįsti šią idėją, skyriuje pristatoma Baltijos valstybių kaimynystės samprata bei politika, atsižvelgiant į ES ir Rusijos vykdomą politiką platesniame kaimynystės kontekste. Skyrius pradedamas identiteto ir užsienio (kaimynystės) politikos ryšio aiškinimu. Antrojoje dalyje Rusijos ir ES kaimynystės sampratos nagrinėjamos kaip struktūriniai Baltijos valstybių veiksmų užsienio politikoje suvaržymai. ENThe largest expansion of the European Union (EU) not only added ten new member states, but also considerably lengthened the external borders of the EU and increased the ranks of neighbouring countries. In order to control these changes, the EU initiated the European Neighbourhood Policy (ENP), whose field of interests partially coincides with the traditional Russian sphere of influence. The eastern neighbourhood has become a new front line for complex EU-Russia relations. As soon as they became members of the EU, the three Baltic States took an active interest in the opportunities offered by the ENP to develop relationships with "new" neighbours. The ENP has taken on a significant role in the foreign policy of the Baltic States. The question is why the eastern neighbours have become so important in the foreign policy of the Baltic States. In this section of the book, the idea is brought forward that the Baltic States used the ENP to consolidate their identity as European and Western countries, trying to redefine their relations with Russia and the EU. In an effort to support this idea, the chapter introduces the policy and concept of the neighbourhood of the Baltic countries, taking the policies being carried out by the EU and Russia into account in the broader context of the neighbourhood. The chapter begins with an explanation of the connection between identity and foreign (neighbourhood) policy. In the second part, the concepts of a Russian and EU neighbourhood are analysed as structural constraints on activities of the Baltic States in foreign policy. The third part is devoted to the neighbourhood policy of the Baltic States as a means to consolidate the European identity of these countries and to strengthen their position in the EU and across Europe.
