LT2004 m. užsitikrinusi narystę Europos Sąjungoje (ES) ir NATO, Lietuva aktyviai įsitraukė į šių tarptautinių struktūrų veiklą. Tais pačiais metais Lietuva tapo pirmąja ES valstybe, ratifikavusia ES Konstituciją ir viena pirmųjų naujų Bendrijos narių, siekiančių įstoti į euro zoną. Tiek šalies gyventojai, tiek politinis elitas palankiai vertina Lietuvos narystę ES ir NATO bei pozityviai žvelgia į valstybės ateitį europinėse ir transatlantinėse struktūrose. Neretai teigiama, kad dar 1994 m. ryžtingai pasukusi į Vakarus, Lietuva pasirinko optimalų užsienio ir saugumo politikos kursą ir tinkamai atstovauja tautos interesams. Visgi tokiais optimistiniais vertinimais galima suabejoti. Ar neatsitiko taip, kad suvereni Lietuvos valstybė tapo ES fondų lėšų vartotoja, tiesiog nuolankiai vykdanti ES ir NATO direktyvas? Ar Lietuvos narystė ES palieka erdvės nepriklausomoms šalies užsienio ir saugumo politikos iniciatyvoms? Šie klausimai yra aktualūs ne tik Lietuvos viešajame diskurse, bet ir akademinėse diskusijose. Vadovaujantis konstruktyvizmo prieigos prielaida, kad užsienio ir saugumo politika yra svarbus valstybės kūrimo ir įtvirtinimo instrumentas, atsakymai į minėtus klausimus turėtų padėti atskleisti šio instrumento svarbą valstybės politinio identiteto konstravimo procesuose. Šiame skyriuje analizuojama Nepriklausomos Lietuvos saugumo ir gynybos politikos raida, dėmesio centre atsiduria šios politikos kurso pokyčiai po 2004 m., ES ir NATO nare tapusios Lietuvos vietos paieškos strateginiuose šių tarptautinių struktūrų saugumo ir gynybos politikos projektuose.Reikšminiai žodžiai: ES; Gynybos politika; NATO; Saugumas; Šiaurės ir Baltijos šalys; Defence policy; EU; Lithuania; NATO; Security; The Nordic and Baltic States.

ENHaving secured membership in the European Union (EU) and NATO in 2004, Lithuania actively became involved in the activities of these international structures. In the same year, Lithuania became the first EU country to ratify the EU Constitution and one of the first new members of the Community aspiring to join the euro area. The country’s population and political elite both look favourably on Lithuania’s membership in the EU and NATO and are positive about the future of the state in European and transatlantic structures. It is often said that having decisively turned to the West as far back as 1994, Lithuania chose the optimal course of foreign and security policy and properly represents the interests of the nation. However, such optimistic assessments may be called into question. Is it not possible that the sovereign state of Lithuania simply became a user of EU funds, obediently carrying out EU and NATO directives? Does Lithuania’s EU membership leave room for independent initiatives for the country’s foreign and security policy? These questions are pertinent not only in Lithuanian public discourse, but in academic discussions as well. In accordance with the assumption of constructivism that foreign and security policy is an important tool for a state’s establishment and consolidation, the answers to these questions should help reveal the importance of this instrument in the processes of the construction of the state’s political identity. This section analyses the evolution of the security and defence policy of independent Lithuania, with focus on the changes in the course of this policy after 2004, when Lithuania became a member of the EU and NATO and had to find its place in the strategic security and defence policy projects of these international structures.
