Summary / Abstract:

LTPagrindinė straipsnyje nagrinėjama problema – žuvininkystės sektoriaus Jūrų žuvininkystės šakos (žvejyba tolimuosiuose rajonuose, atviroje Baltijos jūroje ir jos priekrantėje) būklė sudėtinga, todėl būtina įvertinti šios šakos plėtros galimybes regiono darnaus vystymosi kontekste. Darbo tikslas – įvertinti žuvininkystės sektoriaus Jūrų žuvininkystės šakos būklę ir numatyti vystymosi kryptis. Akcentuota, kad šalies ūkiui persiorientavus į atviros rinkos ekonomiką, žuvininkystės sektoriuje buvo būtina atlikti darbus, kurie atitiktų tradicijas, naujus iššūkius, susijusius su integracija į Europos Sąjungą, jos bendrąja žuvininkystės politika (BŽP). Lietuva, kaip jūrinė valstybė, jautriai išgyveno šiuos pokyčius. Straipsnio aktualumas pasireiškia tuo, kad Lietuva turi išsaugoti ir plėtoti žuvininkystės sektorių, pertvarkydama jį į ekonomiškai efektyvią ir socialiai naudingą veiklos šaką. Žuvininkystės sektoriaus Jūrų žuvininkystė šaka nagrinėjama remiantis sukaupta teorine ir praktine medžiaga, įvertinant šios šakos svarbą regiono darniam vystymuisi. ENThe main problem analyzed in the paper – the condition of fisheries sector Marine fishing branch (fishing in open Baltic Sea and in coastal zones) is complex, accordingly there is a necessity of evaluation branch development possibilities in the context of sustainable region development. It was highlighted that after national economy orientation to open market economy, there was necessity to accomplish some tasks that would fulfill traditions, new challenges in accordance with integration to European Union and Common Fisheries Policy (CFP). […] Fishery sector Marine fishing branch is analyzed in accordance with collected theoretical and practical material thus evaluating branch significance to sustainable development of the region. The paper emphasizes fishery as specific branch of economy that mainly uses natural living resources of nature – fishes. Fishery sector needs must fulfill its possibilities that are reliant on condition of resources. Fishes resources are very easily vulnerable living resources of nature, therefore responsible implementation of usage control and protection must take place, in accordance with scientific researches and long-term purposive programs.[…] Research aim – to evaluate condition and to provide development directions of fishery sector Marine fishing branch. Research methodology. Article was prepared using common research methods – comparative and systemic logical analysis of European Union and national documents that regulates fishery sectors and other scientific source materials. Definitions analyzed and summarized in paper: fishery, sustainable development, region.[…] It was found that problems of the branch arise from complexity of its management, declining fishing quotas, regularly cods fishing season shortening, old and uneconomical vessels, tendency of qualified personnel obsolescence, fish resources saving policy and reduction of fishing power. It was highlighted that clustering processes might positively influence the branch and region sustainable development. Also it was noted that sustainable development of the branch might be influenced by implementation of aims and objectives provided in strategic plan. Research results: 1. In the Fishery sector regulations fishery is defined as activity related to fishes resources management, saving and renewal, fishing, aquaculture, fishes processing, primary sale and buying of fishery products. 2. Fishery sector Marine fishing branch condition is complex. It can be characterized by complex of management, declining of quotas, fishing season shortening, implementation activity using old and uneconomical vessels, tendency of qualified personnel obsolescence, fish resources saving and power of fishing reduction policy. 3. Sustainable branch development can be secured by clustering processes, construing fishery sector Marine fishing branch as component of Marine economy cluster. Local initiative and collaboration influences fishery regions stable development and existence quality improvement. More sustainable branch development is related to aims and objectives noted in strategic plan of Lithuanian Fisheries Sector for 2007–2013. Lithuanian fishery sector development is very important for harmonious implementation of country regional development aims also it is important for approving Lithuania status as Sea country.
