Summary / Abstract:

LTStraipsnio tikslas - išnagrinėti kultūros programų ir projektų valdymo sistemą, remiantis valstybės finansuojamų kultūros programų vertinimu, atskirų kultūros projektų rezultatais, valstybinio kultūros finansavimo gairėmis, valdymo proceso apibūdinimu, kultūros projektų koordinavimo ir administravimo metodologija, pasaulinių kultūros programų tikslų analize ir kultūros politikos srities prioritetais globalizacijos iššūkių kontekste. Straipsnyje nagrinėjama aktuali kultūros politikos, kaip vienos iš sudėtingiausiai analizuojamų viešosios politikos sričių, problema - kultūros programų ir projektų valdymo efektyvumas, apibūdinant teorinius ir praktinius problemos analizės aspektus. Pabrėžiama, kad siekdama tikslingai formuoti ir įgyvendinti kultūros politiką valstybė privalo orientuotis į visuomenės kultūrinių poreikių tenkinimo efektyvumą, kultūros problemų sprendimą, nuolatos vykdyti kultūros programų ir projektų monitoringą ir analizę, atsižvelgti į kintančios aplinkos poveikį kultūros politikai, siekti deramo politikos strategiškumo, tobulinti esamas politikas nuostatas bei aktyvinti tarptautinį kultūrinį bendradarbiavimą ir šalies dalyvavimą įvairiose pasaulinėse kultūros programose. Straipsnyje tvirtinama, jog tik deramas pasaulinis kultūros procesų integravimas, kultūrinės sklaidos vykdymas remiantis kultūros programų ir projektų valdymo kokybe ir rezultatyvumu artina valstybes pasaulinio kultūrinio integralumo link. Kiekvienos valstybės nacionaliniai kultūros prioritetai vienodai svarbūs siekiant užtikrinti kultūrinį tautų tapatumą. ENAs rates of economic growth change rapidly and changes of the whole of social needs as well as technological development in various countries have to be taken into consideration, it is extremely important in the 21st century to pay adequate attention to the formulation and implementation of culture policy, as one of the most unique and difficult to manage areas of public policy, by evaluating various practices, comparing methods of culture policy administration in different states and by analyzing culture programmes and projects. Culture programmes and projects are not only a purposeful instrumentation in the policy implementation processes but also possibility to ensure dispersion of the democracy principle which creates alternative conditions to everyone who corresponds criteria of the state support and files claim for appropriate solution of cultural problems to not only gain neccesary support in realizing one's ideas but also facilitate the mission of culture policy implementation, which is of national importance. Culture programme and project management is being related to purposeful control and coordination of the culture programme formation, where goals of national strategies in a specific country as individuality of regional cultural needs have to be taken into consideration as well as the best world practices are to be adopted. Programmes and organizations that support various cultural areas or culture projects provide undeniable input into formation and implementation of Lithuanian culture policy. Regulations of the EU structural funds do not distinguish culture as a separate investment priority. That is why the ministry of culture of the Republic of Lithuania is not an intermediary institution assimilating financial resources of the structural funds, which makes it more complicated to use the financial resources of the funds for culture financing purposes.The purpose of this article is to analyze the system of culture programmes and project management by refering to the analysis and characterization of the state financed culture programme goals, results of the individual culture projects and examination of management process. By relating major liability of culture programmes implementation to the activity of the subjects in the public sector, it is important to note that programme formation and correspondence of the project goals in the programmes to the named is often influenced by the praxis of global culture programmes implementation.
