Summary / Abstract:

LTStraipsnyje išryškinti viešojo administravimo žmogiškųjų išteklių atrankos aspektai teoriniame kontekste ir praktiniame lygmenyje, analizuojant konkrečios savivaldybės darbuotojų (valstybės tarnautojų) nuomonę. Atskleidžiamos įvairių Lietuvos ir užsienio autorių idėjos žmogiškųjų išteklių, jų valdymo ir atrankos klausimais viešojo administravimo kontekste. Straipsnyje pateikiami Šiaulių miesto savivaldybėje atlikto valstybės tarnautojų nuomonės tyrimo rezultatai, atskleidžiant jų požiūrį į atrankos procesą, procedūras ir priemones, identifikuojant trūkumus (trukdžius) ir privalumus (stiprybes) bei modeliuojant galimus sprendimo būdus. ENHuman resources skills and competencies in public administration is one of the most important factors, which may not only lead to the efficient work of public organizations, but also allow achieving better results. Therefore, in order to have the most competent public service, and to adapt to the changing environment of particular concern, to create an effective system of selection of human resources of public administration, to ensure the successful selection of candidates with the necessary knowledge, skills and jobs matching the requirements of the selection, it is necessary to examine whether the selection mechanism in the civil service is effective and whether it is subject to respective screening instruments. Thus, the scientific problem of the paper can be formulated as a question: what are the aspects of selection of human resources of public administration? This paper was aimed to examine the process of selection of human resources of public administration and its characteristics in Šiauliai city municipality's administration. On this purpose it was tried to disclose the aspects of human resources in public administration in theoretical context; to analyze the features of human resources selection system in Lithuania and to identify the aspects of management of selection of human resources at municipality (in this case - Šiauliai). During the research, the following research methods were used: analysis of scientific literature, publicist, and other sources; documentation, content analysis, comparison, clustering, data systematization, semi-structured interviews.The research has shown that the selection process does not allow selecting the most suitable candidate due to the absence of effective system of selection of human resources of public administration and instruments used. Therefore, it can be argued that the system of selection of human resources of public administration is not fully effective according to the written test and interview methods, it is unable to fully reflect the candidates' skills and their competence. To have such a selection system, in which all candidates could reveal their capacity and skills, it is necessary to improve this system. [From the publication]
