LTStraipsnyje nagrinėjama Euro zonos plėtros asimetrijos problema, pastebėta daugelio ekonomistų ir politologų, kuomet 2006 m. gegužės mėn. Europos Komisija ir Europos centrinis bankas konstatavo, kad Lietuva nevykdo kainų stabilumo konvergencijos kriterijaus. Straipsnio autoriai kelia hipotezę, kad daug didesnė, negu kuriant euro zoną, valstybių realios konvergencijos lygio ir politinės galios asimetrija lemia euro zonos plėtros neapibrėžtumą, santykinai žemą realios konvergencijos lygį ir valiutų valdybos principu veikiančius fiksuotų pinigų keitimo kurso režimą šalių (Bulgarijos, Estijos, Latvijos, Lietuvos) atžvilgiu. Šio straipsnio tikslas yra aptarti pagrindines problemas, susijusias su euro zonos plėtra į šias šalis, ir dėl tų problemų atsirandančias pasekmes. Tyrimo metu pirma, analizuojami euro zonos plėtros asimetrijos ir politinės ekonomijos bruožai, išryškinami pagrindiniai jų skirtumai šios zonos kūrimo laikotarpiu ir dabar. Vėliau apžvelgiama euro zonos plėtros institucinė sąranga, susiformavusi po to, kai 2004 m. į Europos Sąjungą vienu kartu įstojo daugiausia naujų valstybių per visą jos istoriją, ir vertinamas antrojo valiutų kurso mechanizmo veiksmingumas. Toliau nagrinėjami Lietuvos prašymo įvertinti konvergencijos pažangą įvairūs aspektai, tikintis palankaus rezultato, ir analizuojamos euro įvedimo lūkesčių atidėjimo priežastys bei pasekmės. ENThe article analyses the problem of asymmetric development of the euro zone, which was noticed by many economists and politicians, when, in May 2006, the European Commissions and the European Central Bank stated that Lithuania does not meet the price stability convergence criteria. The authors of the article presume that the asymmetry in the actual level of convergence and political power determine unclear development of the euro zone and a relatively low level of convergence. The aim of this article is to discuss the main problems related to the development of the Euro zone into these countries and the consequences these problems cause. The research is first of all focused on the analysis of the asymmetry in the development and peculiarities of the political economy of the euro zone by highlighting their main differences during the establishment of this zone and at the present period. Then the author reviews the institutional structure of the development of the euro zone after 2004, when a great number of new members at one moment joined the European Union. The efficiency of the second currency exchange mechanism is evaluated. Then the article analyses various aspects of Lithuania’s request to evaluate the progress of convergence as well as causes and consequences of the postponement of the introduction of euro are analysed. Having performed the analysis, offers on how issues of the asymmetry emerging on the path of a sustainable development of the euro zone could be solved.
