Sutartys su Šventuoju Sostu: retrospektyva ir dabartis
LT[…] Pagrindinė straipsnyje nagrinėjama tema – sutartys su Šventuoju Sostu. Straipsnio pradžioje atkreipiamas dėmesys į konkordatų ir kitų sutarčių su Šventuoju Sostu kilmę ir jų prigimtį. Nurodomi svarbiausi XX a. konkordatai: konkordatas su Latvija (1922 05 30), Bavarija (1924 03 29), Lenkija (1925 02 10), Rumunija (1925 02 10), Lietuva (1927 09 27), Portugalija (1928 04 15), Ispanija (1929 02 15), Vokietija (1933 m., kuris 1976 m. pakoreguotas). Naujasis konkordatas su Italija (1984 m.) liudija naują Katalikų Bažnyčios orientaciją, nes pagal jį katalikybė nustojo buvusi Italijos valstybine religija. Be to, pastaraisiais metais Šventasis Sostas pasirašo ne konkordatus, o sutartis įvairiais klausimais. Straipsnyje nurodoma, kad Lietuvos konkordatas buvo parengtas ir pasirašytas 1927 m. rugsėjo 27 d. Konkordatą ratifikavo Lietuvos Respublikos prezidentas A.Smetona 1927 m. spalio 20 d., o popiežius Pijus XI–1927 m. gruodžio 8 d. Sovietų Sąjungai okupavus Lietuvą, konkordatas 1940 m. birželio 26 d. nutrauktas. Atkūrus nepriklausomybę, Lietuvos Respublikos Aukščiausioji Taryba 1990 m. birželio 12 d. priėmė nutarimą Nr. I–282 „Dėl Katalikų Bažnyčios restitucijos akto“ ir įpareigojo Lietuvos Respublikos Aukščiausiosios Tarybos Valstybinę komisiją parengti Šventojo Sosto ir Lietuvos konkordato atnaujinimo projektą. Tačiau konkordatas atnaujintas nebuvo. Pradėtos rengti atskiros sutartys. Straipsnyje nuosekliai pateikiami sutarčių su Šventuoju Sostu rengimo etapai. Analizuojamos priežastys, kodėl šios sutartys nebuvo pasirašytos valdant kairiosioms jėgoms, kai daugumą Seime turėjo LDDP partija, kuri 1995 m. sužlugdė sutarčių pasirašymą.[…].
EN[...] This article deals with topic on contracts with the Holy See. In the beginning of the article, the attention is paid to the origin of concordats and other agreements with the Holy See and their nature. The most important concordats of the twentieth century are indicated: the concordat with Latvia (30/05/1922), Bavaria (29/03/1924), Poland (10/02/1925), Romania (10/02/1925), Lithuania (27/09/1927), Portugal (15/04/1928), Spain (15/02/1929), Germany (1933 which was adjusted in 1976). The new concordat with Italy (1984) points a new orientation of Catholic Church, as Catholicism ceased to be the state religion of Italy according to it. Moreover, the Holy See has signed not the concordats, but the agreements on various issues in recent years. The article states that the Lithuanian concordat was drawn up and signed on 27 September 1927. The concordat was ratified by the President of the Republic of Lithuania A. Smetona on 20 October 1927, and the Pope Pius XI - on 8 December 1927. After the Soviet Union had occupied Lithuania, the concordat was terminated on 26 June 1940. After the restoration of Lithuanian independence, the Supreme Council of the Republic of Lithuania adopted the act No. I-282 "Relating to the act of restitution of Catholic Church" on 12 June 1990, and obliged the State Commission of the Supreme Council of the Republic of Lithuania to prepare the renewal project on the concordat between the Holy See and Lithuania. However, the concordat was not renewed. The preparation of separate agreements was initiated. The article presents the stages of preparation of the agreements with the Holy See coherently. The reasons why these agreements were not signed during the government of left forces, when LDDP party had the majority in Seimas, which disrupted the signing of the agreement in 1995. [...].
