Lietuva Europos Sąjungos biudžeto peržiūros procese : tarp europinių ir nacionalinių interesų

LTNacionaliniai interesai (dažnai išreiškiami grynuoju balansu – išmokų ir įmokų į Europos Sąjungos biudžetą skirtumu) vyravo derybose dėl 2007–2013 metų ES finansinės perspektyvos ir nulėmė tik inkrementines biudžeto reformas. Šiame straipsnyje keliama hipotezė, kad ES biudžeto peržiūroje 2008–2009 metais ir derybose dėl kitos finansinės perspektyvos naudingesnė Lietuvai strategija yra remti visai ES naudingas biudžeto politikas ir programas, kartu pabrėžiant su jomis susijusius specifinius Lietuvos interesus. Hipotezė tikrinama atliekant dviejų etapų analizę. Pirma, remiantis ES sutarčių (darant prielaidą, kad Lisabonos sutartis bus sėkmingai ratifikuota1) nuostatomis, ES piliečių nuomone, fiskalinio federalizmo principais ir ES politikų vertinimais, prognozuojama, kokie turėtų būti ES biudžeto tikslai ir pagrindiniai instrumentai. antra, atliekant politikos alternatyvų analizę, tiriamas pagal išskirtus tikslus ir instrumentus reformuoto biudžeto poveikis Lietuvai ir specifiniai Lietuvos interesai vykdant tokią biudžeto reformą. Analizė paremia keliamą hipotezę, tačiau kartu pabrėžia būtinybę atlikti daugiau tyrimų tiek siekiant nustatyti ES biudžeto politikų tikslus ir įgyvendinimo instrumentus, tiek įvertinti ES biudžeto programų poveikį Lietuvai. Straipsnyje taip pat apžvelgiamas ES biudžeto peržiūros procesas ir šalių narių interesai biudžeto išlaidų atžvilgiu bei biudžeto pajamų sistemos reformos poveikis Lietuvai. ENNational interests (frequently expressed by the new balance, i. e. the difference between contributions to and disbursements from the budget of the European Union) prevailed in the negotiations regarding the financial prospects of the EU in 2007–2013 and determined only incremental budget reforms. The article raises the hypothesis that in the revision of the budget of the EU in 2008–2009 and in the negotiations regarding another financial perspective, a strategy, more beneficial to Lithuania is to support the budget policies and programmes, beneficial to the entire EU, also emphasizing the specific interests of Lithuania, related with the said policies and programmes. The hypothesis is verified by performing a two-phase analysis. First, referring to the provisions of the EU treaties (making the prerequisite that the Lisbon treaty will be successfully ratified), the opinions of the EU citizens, the principles of fiscal federalism and the estimations of the EU politicians, the objectives and main instruments of the EU budget are forecasted. Secondly, when performing the analysis of political alternatives, the effect of the budget, reformed according to the distinguished objectives and instruments to Lithuania and the specific interests of Lithuania when executing such a budget reform are analyzed. The analysis substantiates the raised hypothesis however also emphasizes the necessity to perform more studies both when attempting to identify the objectives and instruments of implementation of the EU budget policies and evaluate the influence of the EU budget programmes to Lithuania. The article also provides an overview of the process of revision of the EU budget, the interests of the Member States in terms of budget expenses and the effect of the reform of the budget revenue system on Lithuania.
