Summary / Abstract:

LTBūdingas Lietuvos kaitos bruožas - atsiradęs socioekonominis ir sociopolitinis reiškinys - skurdas. Šiuolaikiniame pasaulyje, kuriame vyrauja išplėtotos valstybinės ir privačios infrastruktūros, skurdas nebėra politiškai neutralus socialinis fenomenas. Skurdo ryšį su politika rodo staigus skurdo masės padidėjimas Lietuvoje: skurdas akivaizdžiai tampa valstybės socialinės politikos objektu. Galinga privatizacija ir struktūrinių ekonominės sferos pokyčių forsavimas reikšmingai prisidėjo prie skurdo masės padidėjimo šalyje. Valstybės socialinė politika neveiksminga, nes kuriama turint klaidinantį orientyrą - skurdo laikinumo iliuziją. Skurdas Lietuvos Respublikoje įgauna akivaizdžiai ilgalaikes tendencijas. Kita vertus, skurdas tampa ir Lietuvos politikos veikėju. Valstybėje matomi tendencingi sociopolitiniai procesai - mažėjantis rinkėjų aktyvumas ir radikalėjančios politinio elgesio formos - skatina ieškoti specifinių tokio elgesio priežasčių. Socialinis, ekonominis statusas adekvačiai veikia žmogaus elgesį, kartu ir politinį, todėl nebegalima ignoruoti skurdo, kaip aktyvaus politinių procesų dalyvio, veiksnio. Tai ypač susiję su santykinio skurdo masyvu. Būtina pažymėti, kad Lietuvoje protesto politika tik iš dalies atspindi demokratinės valstybės brendimo tendencijas. Protesto politika visuomenėje, kurioje nuolat didėja santykinė skurdo masė ir vyrauja nusivylimas bei nepasitikėjimas valdžios institucijomis, pamažu išeina į politinę avansceną. Specifinės ilgalaikio skurdo sąlygojamos elgesio normos potencialiai gali formuoti radikalias protesto politikos raiškos formas, slepiančias politinio pavojingumo "užtaisą". ENA characteristic trait of development of Lithuania is the emerging socioeconomic and sociopolitical phenomenon – poverty. In the modern world, in which well-developed state and private infrastructures are prevalent, poverty is a no longer politically neutral social phenomenon. The relation between poverty and politics is shown by sudden growth of poverty in Lithuania: poverty obviously becomes an object of social policy of the state. The vast privatization and boosting of structural changes in the area of economy significantly contributed to the growth of poverty in the country. The social policies of the state are inefficient, since the development has a misleading guideline, i. e. the illusion of temporality of poverty. Poverty in the Republic of Lithuania inevitably acquires long-lasting trends. On the other hand, poverty becomes a political agent in Lithuania. Tendentious sociopolitical processes, observed in the country, i. e. the reducing activity of voters and more radical forms of political behaviour, encourage searching for specific reasons for such behaviour. The social and economic status obviously influences people’s behaviour, including the political one therefore it is no longer possible to ignore the factor of poverty as an active participant of the political processes, which is especially related with the array of relative poverty. It is necessary to note that the protest politics in Lithuania only partially reflect the trends of development of a democratic state. The politics of protest in the society, in which the relative poverty is continuously growing and disillusion and discontent in authorities prevail, gradually enter the political foreground. The specific norms of behaviour, resulting from durable poverty, are potentially able to shape radical forms of expression of protest, harbouring the charge of political insecurity.
