Summary / Abstract:

LTŠios studijos tikslas - į rodyti, kad Rusijos Federacijos karinis tranzitas per Lietuvos Respublikos teritoriją į / iš Rusijos Federacijos Kaliningrado srities nėra veiksnys, galintis trukdyti Lietuvos euroatlantinei integracijai. Siekiant tyrimo tikslo įgyvendinami keli uždaviniai ir aptariama: pirma, Šaltojo karo sistemos irimas ir okupacinės SSRS kariuomenės Vidurio Europoje likimas; antra, SSRS kariuomenės išvedimo iš Lietuvos Respublikos aplinkybės; trečia, 1994-1995 m. Vilniaus ir Maskvos derybos dėl karinio tranzito sutarties; ketvirta, Rusijos Federacijos karinio tranzito per Lietuvos Respublikos teritoriją reglamentavimas ir jo praktinė eiga; penkta, tarptautinėje praktikoje egzistavę ir egzistuojantys karinių tranzitų atvejai. Išvadose teigiama, kad literatūroje, skirtoje Rusijos Federacijos kariniam tranzitui per Lietuvos Respublikos teritoriją, pasitaikantis vadinamosios "aukštosios" politikos priešpriešinimas "žemajai" yra nepagrįstas. Karinio tranzito problemos sureguliavimą lėmė Vakarų valstybių (visų pirma - JAV) pozicija. Straipsnyje taip pat apžvelgiami Rusijos karinio tranzito per Lietuvos Respublikos teritoriją į / iš Kaliningrado srities scenarijai, pateikiamos rekomendacijos.

ENThe aim of the study is to prove that the military transit of the Russian Federation via the territory of the Republic of Lithuania from / to the Kaliningrad Area is not a factor, able to hinder the Euro-Atlantic integration of Lithuania. For the purpose of reaching the goal of the study several tasks are implemented and the following is discussed: first, disintegration of the system of the Cold War and the fate of the occupational USSR troops in the Central Europe; second, the circumstances of withdrawal of the USSR troops from the Republic of Lithuania; third, the negotiations between Vilnius and Moscow, held in 1994-1995 regarding the treaty on military transit; fourth, the regulation of the military transit of the Russian Federation via the territory of the Republic of Lithuania and its practical progress; fifth, the cases of military transit, existing in the international practice. The conclusions state that the contraposition of the so-called “higher” politics to the “lower” one, which can be noted in the literature, dedicated to the military transit of the Russian Federation via the territory of the Republic of Lithuania is unsubstantiated. The regulation of the problem of the military transit was determined by the position of the Western countries (first of all – the USA). The article also presents an overview of the scenarios of the military transit of Russia via the territory of the Republic of Lithuania from / to the Kaliningrad area and provides recommendations.
