Lietuvos narystė bendrojoje žemės ūkio politikoje (BŽŪP) : politinės ekonomijos aspektas
LTStraipsnyje nagrinėjama, kaip ES BŽŪP reguliavimo bei paramos mechanizmų įdiegimas Lietuvoje pakeistų šalies žemės ūkio produkcijos gamintojų, jų grupių bei vartotojų gerovę ir/ar kaip šios grupės gali mėginti daryti įtaką Lietuvos Vyriausybės pozicijai derybose dėl narystės BŽŪP. Analizei pasirinktas R. D. Putnamo "dviejų lygių" teorinis modelis. Sąlygiškai išskiriamu pirmuoju (arba Lietuvos Respublikos Vyriausybės ir žemės ūkio sektoriaus interesų grupių santykių) lygmeniu analizuojama Lietuvos žemės ūkio politika: reguliavimo priemonių specifika, kokioms grupėms dabartinė Vyriausybės politika yra naudingiausia ir pan. Antruoju (arba Lietuvos ir ES santykių) lygmeniu, atsižvelgiant į dabartinę BŽŪP praktiką, nagrinėjama, kaip, Lietuvai siekiant narystės ES, teks pakoreguoti dabartinę Lietuvos žemės ūkio politiką, kokias naujas priemones reikės įdiegti ar jau taikomas - reformuoti. Be to, bandoma išsiaiškinti, kokį poveikį šis Lietuvos žemės ūkio ekonominių santykių valstybinio reguliavimo mechanizmo suderinimas su BŽŪP praktika turės šalies ūkininkams, kai kurių žemės ūkio produktų gamintojų grupėms, vartotojams. Įvertinus šių grupių politinės įtakos Vyriausybei potencialą, prognozuojama galima interesų grupių įtaka realioms Vyriausybės deryboms su ES dėl Lietuvos narystės BŽŪP sąlygų. ENThe article examines the ways the introduction of the EU CAP regulatory and support mechanisms in Lithuania would change the state of producers of agricultural products of the country, their groups and the consumers and/or how such groups may attempt to have influence on the position of the Government of Lithuania in negotiations regarding membership in the CAP. R. D. Putnam’s “two-level” theoretical model was chosen for analysis. The agricultural policy of Lithuania is analyzed on the first level (i. e. the level of the relations between the Government of the Republic of Lithuania and the interest groups in the agriculture sector): the specifics of the regulatory measures, the groups, which have most benefits from the existing policies of the Government, etc.. The ways Lithuania, when striving for a membership in the EU, referring to the existing CAP practice, will have to correct its existing agricultural policy, which new measures will have to be implemented and which already applied measures will have to be reformed is examined on the second level (i. e. the level of the relations between Lithuania and the EU). In addition, attempts are made to identify the impact that such tuning of the state regulatory mechanism for the economic relations in the area of agriculture in Lithuania with the CAP practice will have on the country’s farmers, certain groups of producers of agricultural products and the consumers. Upon evaluating the potential of the political influence of the said groups on the Government, the potential influence of the interest groups on the real negotiations between the Government and the EU regarding the conditions for membership of Lithuania in the CAP is forecasted.
