Summary / Abstract:

LTKurdami savo valstybės nacionalinio saugumo koncepciją, turime atsižvelgti į pagrindines šiuolaikinio pasaulio vystymosi tendencijas, kurias trumpai galima apibūdinti taip: 1) netolimoje praeityje valstybės vietą ir vaidmenį pasaulyje apspręsdavo vienas veiksnys - karinis. Šiuo metu net branduolinės valstybės negali diktuoti pasaulio įvykių ir formuoti juos. Karinė valstybės galia dabar prarado šį svarbiausią vaidmenį ir tapo tik vienu užsienio politikos veiksnių; 2) sprendžiamąja visuomeninio proceso jėga tampa ekonomika. Ekonomika šiuo metu yra tas svertas, kurio dėka viena ar kita valstybė gali veikti pasaulio įvykius. Netgi šalys su mažomis teritorijomis ir nedideliu gyventojų skaičiumi gali iškilti į lyderius tuo atveju, jeigu jų ekonomika yra pagrįsta naujausiomis technologijomis ir civilizacijos patyrimu [p. 94].

ENThe author observes the situation in Europe during the last decade of the XX century. The positive changes have been as follows: the end of the cold war, breaking down of the last empire - USSR, a number of Central and Eastern European and Central Asian countries obtained or enforced their independence. The negative processes - the disturbed balance of forces between East and West, unstable situation in Russia, increasing possibility of new local conflicts. The tendencies of the contemporary world are charaterised by two features: not so long ago the place and role of the state was determined by the military factor, but now the military force lost this important role and economics became the decisive force. Lithuania needs military forces, but the state can spend for the security needs only a small part of the budget and has to look for the reserves for increasing their security within the country and in the possibilities of collective security. The author describes the chances of Lithuania to cooperate with the NATO, participate in CSCE, in the activities of the Council of Europe, their efforts to integrate the European Union, the opportunity of more active participation in the UNO, the necessity strengthen relations with the Nordic neighbours. The author points out that Lithuania should not overestimate her own role in Europe and in the world. As a small counlry at the crossroads between East and West for a long time Lithuania will be dependant on the USA, having their own geopolitical interests in Europe, on the UK, France and Germany, which are competing for their influence on the continent and also on Russia.
