LTŠiame straipsnyje pateiktas Lietuvos nacionalinio saugumo svarbiausias tikslas, tikslo įgyvendinimo socialinė technologija: valstybės saugumo politikos vidinių prielaidų formavimo sąlygos, priemonės ir jų panaudojimo būdai [p. 49].

ENThe basic purpose of national security of the Republic of Lithuania is to ensure the survival of the nation and its development. An essential point of departure of this article is the definition of national security. Many diverse definitions of the term exist. Many conceptions emphasized the ideas of the preservation of security primarily in military terms. In our view, national security had been regarded mainly as a miltarv problem for too long a time. For many years the main goal of national security policy had been to protect the nation only from military threats. Threats to national security can arise both externally and internally, although our discussion must be limited mostly to the consideration of internal threats. The concept of national security contains numerous objective and subjective elements and conditions. Including the idea of national survival or self-preservation, our definition also emphasizes the necessity to relate security to certain non-military conditions. National security implies the creation and preservation of the conditions, in which each citizen can be a healthy, strong, learned, creative, responsible person. We believe that today the chief danger to national security lies in the conditions of underdevelopment. The goals of the nation, beyond its continued survival, are: the progress, improvement, enrichement or enhancement of life in all its important spheres. The conception encompasses the overall political, social, and economic context, in which decisions concerning national security are made. The basic idea here is that changes in national security are made through this milieu - for example, through the progress towards modernization and development, through reducing diseases and poverty. Keeping in mind the broadness of the concept, we define the Lithuanian national security as the promotion of continued freedom and independence, well-being and spiritual development of the nation, as well as individual fulfilment.A nation must always be prepared to respond to immediate threats to its security, but it should be no less interested in preventive measures that will reduce the probability of such threats. Small nations and states can survise even if they rely on their own strength only. The main strategic task is to mobilize the nation’s socio-political strength. The article explores the urgent need for a new general strategy of national security with resort to the political, economical, educational, humanitarian means and not only to the military ones. National security in its broadest sence is just this sort of a strategy rooted in spiritual strength of the nation. A solid national tradition, historical consciousness and historical memory. a high level of education, considerable economic strength, good living standards maintain the development of the spiritual strength of the nation and are the sources of national security. The foundations of socio-political and spiritual strength should be laid long before the fighting or conflicts begin. The will to resist is a nation’s will to live, not to die. The ortodox strategy of security advises to fight: but in this case a small nation risks to lose its identity. The education on all levels is not an indirect, but a direct element of national security. It promotes the initiative and intelligence, commitment and competence of people.
