Summary / Abstract:

LTStraipsnyje pristatomi rezultatai tyrimo, skirto mokslo taikomųjų tyrimų ir eksperimentinės plėtros veiklos patirčiai ir poreikiams Pietvakarių Lietuvos regione nustatyti. Tyrime gilintasi į 129 institucijų patirtį ir poreikius šioje srityje. Tyrimas grįstas tuo, jog mokslo taikomoji veikla šiandien tampa vis aktualesne ir reikšmingesne mokslo, verslo, paslaugų ir kitų veiklos sektorių tarpusavio sąveikos sfera. Straipsnyje remiamasi tyrimo metu išryškėjusia tendencija, kad mokslo taikomosios veiklos dėka galimi kryptingi šiandienos situacijas, poreikius, realijas atitinkantys sprendimai mokslo, švietimo, kultūros, paslaugų, verslo, gamybos, technologijų ir kitose srityse. Mokslo taikomosios veiklos patirties ir poreikio Pietvakarių Lietuvos regione tyrimas - viena iš galimybių nustatyti, kokiose srityse ir kokio pobūdžio, krypties, masto, tematikos mokslo taikomieji tyrimai aktualūs ir reikalingi šiame regione savo veiklą plėtojančioms įvairias veiklos sferas atstovaujančioms institucijoms, kiek jos suinteresuotos dalyvauti mokslo taikomojoje veikloje ir pasirengę bendradarbiauti su kitomis institucijomis, tame tarpe ir aukštojo mokslo įstaigomis. Reikšminiai žodžiai: mokslo taikomoji veikla, eksperimentinė plėtra. [Iš leidinio]

ENThis article presents the results of exploratory research that was carried out in Sout-west region of Lithuania in 2015 – 2016 by the means of poll and the help of information technologies. 129 institutions were purposely selected for the research having applied the following criteria: the character of the activity, the size of the institution, and geographic location. The research sought to determine the type of surveys and their regularity, the executors of surveys and the model of their financing. It attempted to identify the relevance of surveys for the institutions and their scale; to establish the changes experienced by the participants of the surveys and their executives; to analyse the factors which promote applied scientific research in different institutions and the factors interfering with it. The results of the poll revealed that almost half of the institutions participate in applied scientific research. Usually it is carried once a year; one third of the institutions do the research several times a year. The following issues are analysed: cultural life of the institution, modernization of human capital and production, increase of operative effectiveness, possibilities for development and innovation. Institutions are interested in the surveys of the opinion of customers and employees on the issues relevant for their operation; they take into account the research of the needs to increase employees’ motivation, to improve staff management and professional instruction; attention is paid to the quality of institution performance, its image and the microclimate at the workplace. The municipality holds relevant the research of the need for informal education, but at the same time it denies the relevance of research in the fields of agriculture, biotechnology and health as well as the need for new technologies. The research showed that the institutions attempt to do the surveys and applied research projects for the most reasonable price: they select interviewers among their own staff; trainees and students writing their final papers usually do that for free; scientific workers and lecturers of universities and colleges also are of great help in this process. Research companies and professional interviewers are rarely hired because of limited financial possibilities. Other available sources of financing of research are project funds and financial assistance of the investing institution that carries out the research. One third of the institutions tend to provide financial support for the research (only for low-budget projects not exceeding 1,000€); only a few institutions are ready to invest into a research up to 10,000 € or even more. However, most of them intend to provide assistance for the research with human capital, technical means, organizational measures, accommodation and meals, their own production or services. It has come out that most institutions with research experience appreciate it and the changes that followed the surveys: they were able to compile innovative ideas and to implement some innovations, to find out new direction for their action lines, to improve some products, technologies or services, to increase their competitiveness and net profit. Almost half of the institutions assert that due to research projects they became more environmentally friendly, socially sensitive; the microclimate at the workplace improved; links with other institutions were established, social services were expanded and new jobs created. The research enabled the institutions to acquire better understanding of the scientific field pertinent to their action line, to integrate the scientific knowledge in their activities and to envisage what research might be necessary in the future. The following conclusions might be drawn: Key factors stimulating the applied research are its short-term and long-term operational benefits; the most frequent stumble blocks interfering with the willingness to do research are limited possibilities to hire professional researchers, the lack of assets for applied scientific action line, as well as a belief that only big companies can afford it. However, the present poll revealed that practical profit received from the implemented recommendations after the research projects motivate the institutions to further advance in the field of applied research, invest in it and cooperate with professional interviewers. Regular and continuous research assures constant stability in the growth of labour productivity and profit, flexibility and adaptation in competitive local and global market for the prosperity of company and the people who work there.
