The Demiurge of the European Union
LTStraipsnyje filosofiškai keliami klausimai apie Europos Sąjungos (ES) prigimtį. Kokiais idealais rėmėsi ES kūrėjai? Kokios yra ES „didžiosios politikos“ gairės, kuriomis galėtume vadovautis politinių procesų kasdienybėje? Straipsnyje apžvelgiamos Bendrijos susikūrimo sąlygos, politinės vienybės poreikis po Antrojo pasaulinio karo. Pabrėžiama, kad šiandienos gerovė jau leido pamiršti valstybes tuomet susivienyti skatinusias aplinkybes; ES plėtros procesai – tai strateginės pragmatinės derybos, kuriose pamirštamos pamatinės – vienybės ir solidarumo – vertybės; šios vertybės vargu ar buvo esminės lietuviams atidavus balsą už šalies narystę ES. Šiandien vieningos Europos idėja yra politinis konstruktas: vieninga Europa pristatoma kaip neišvengiama būtinybė, tačiau plėtimosi į Rytus (Turkija, Ukraina) perspektyvos reikalauja aktyvaus pasirinkimo ir sprendimo. ES buvo įkurta nenustačius galutinių Bendrijos geografinių ribų, neapibrėžus jos raidos scenarijaus, todėl šiandieninė jos plėtra kelia nemažai naujų iššūkių, klausimų bei skatina suabejoti vieningos Europos projekto sėkme.Reikšminiai žodžiai: Demokratinė integracija; Plėtra; EU; Enlargement; Democratic integration; Europos Sąjunga (European Union).
ENThe article philosophically addresses the issues of the nature of the European Union. What ideals were followed by the creators of the EU? What are the guidelines of the EU’s “big politics” that we could follow in daily political processes? The article reviews the conditions of making the Community, the need for a political unity after the Second World War. It is stressed that today’s wellbeing has already allowed us to forget the facts that were then prompting countries to unite; EU enlargement processes are strategic pragmatic negotiations in which the fundamental values of unity and solidarity are forgotten; those values were hardly fundamental when the Lithuanian voted “yes” for their country’s accession to the EU. Today, the idea of a single Europe is a political construct: a single Europe is presented as an inevitable necessity, however the prospects of eastward enlargement will demand active choice and decision. The EU was established without setting the eventual geographical boundaries of the Community, without drawing a scenario for its evolution and therefore today its enlargement poses a lot of new challenges, issues and causes to doubt the success of the “single Europe” project.
