Valstybės tarnautojų sąveika su piliečiais-klientais įgyvendinant viešąją politiką: Lietuvos Respublikos užimtumo politikos atvejis

LTDisertacijoje analizuojama valstybės tarnautojų sąveika su piliečiais-klientais įgyvendinant Lietuvos Respublikos užimtumo politiką tema, sprendžiant mokslinę problemą kiek ir kaip profesinės nuostatos, identitetas ir elgsena aptarnaujant piliečius prisideda prie politikos įgyvendinimo apskritai, o taip pat – atskirose specifinėse viešosios politikos srityse. Remiantis moksline literatūra apibrėžiami politikos įgyvendinimo modeliai, pristatoma profesionalumo identiteto samprata, aptariami LR užimtumo politikos sistemos bruožai, Užimtumo tarnybos reorganizaciniai, paslaugų teikimo pokyčiai bei konstruojamas analitinis tyrimo modelis, leidžiantis naujai konceptualizuoti viešojo sektoriaus profesionalumą įgyvendinant užimtumo politiką. Siekiant apibūdinti profesionalo identitetą, išanalizuoti profesionalios veiklos nuostatas, elgseną ir motyvaciją aptarnaujant piliečius-klientus bei identifikuoti veiksnius, lemiančius susvetimėjimą, disertacijoje taikoma mišri tyrimo duomenų rinkimo metodika. Remiantis disertacijos tyrimo rezultatais, profesinio identiteto vystymuisi itin svarbios specialisto bendrosios, specializuotos žinios, gebėjimai, vertybės bei lankstus sprendimo priėmimas, pagrįstas profesine diskrecijos galia. Taip pat disertacijoje atskleistas piliečių-klientų vertybinis traktavimas, apimantis tinkamo kliento ir netinkamo kliento tipus bei jiems taikomas motyvacines priemones. Galiausiai tyrimo rezultatai leido identifikuoti susvetimėjimą įgyvendinamos politikos atžvilgiu lemiančius konkrečius veiksnius, penkiuose lygmenyse bei nustatyti tinkamiausias priemones užkertant kelią susvetimėjimui [VDU ETD].

ENThe doctoral thesis analyses the interaction of public servants with citizens-clients in implementing the employment policy of the Republic of Lithuania, solving the scientific problem to what extent and how professional attitudes, identity and behaviour in serving citizens contribute to the implementation of the policy in general and in specific public policy areas. Based on the scientific literature, policy implementation models are defined, the concept of professional identity is presented, features of the employment policy system of the Republic of Lithuania, reorganization of the Employment Service, changes in service provision are discussed and an analytical research model is constructed to re-conceptualize public sector professionalism in employment policy implementation. In order to describe the identity of a professional, to analyse the attitudes of professional activity, behaviour and motivation in serving citizens clients, and to identify the factors that determine alienation, a mixed data collection methodology is applied in the doctoral thesis. Based on the results of the doctoral thesis research, general and specialized knowledge, abilities, values and flexible decision-making based on professional discretion are extremely important for the development of professional identity. The doctoral thesis also reveals the value treatment of citizens-clients, which includes the types of appropriate clients and inappropriate clients and the motivational measures applied to them. Finally, the results of the research identified specific determinants of policy alienation at five levels and the most appropriate measures to prevent alienation.
