Summary / Abstract:

LTStatybų metu sukurta aplinka yra neatskiriama mūsų gyvenimo dalis, kuri prisideda prie Lietuvos ekonomikos formavimo. Būstas, kuriame gyvename, įstaigos ir gamyklos, kuriose dirbame, vandentiekio ir dujotiekio sistemos, elektros tinklai, keliai, geležinkeliai, oro uostai, viešbučiai bei telekomunikacijų tinklai — tai dar ne visas statybos objektų sąrašas. Todėl statybos racionalumas daug lemia daugelio kitų pramonės šakų ir ekonomikos kaip visumos efektyvumą. O statybos efektyvumui nemažą įtaką daro kitų sričių (ekonomikos, teisės, socialinių reikalų) pasiektas lygmuo. Todėl statybos strategija turėtų būti nustatoma kaip valstybės plėtotės nacionalinės strategijos dalis, priklausanti nuo šalies ekonominių, teisinių, ūkinių ir kitokių galimybių bei vykdomos vyriausybės politikos socialinėje, teisinėje, ūkio, ekonominėje, aplinkosaugos, teritorinio planavimo, kultūros paveldo išsaugojimo ir kitose veiklos srityse. Statybos strategijos praktinis įgyvendinimas priklauso nuo Seimo, ministerijų, savivaldybių vykdomos politikos, taigi nuo šalies politinės konjunktūros. Politinės įtakos išvengti neįmanoma, tačiau ją reikia kiek galint sumažinti. Šios strategijos tikslas yra pateikti pagrindines Lietuvos statybos plėtotės kryptis iki 2015 m., jas vykdant statyba daugiau panaudotų turimą potencialą ir efektyviau jį plėtotų. Pagrindinis tikslas - inovacinė, Lietuvos ūkio ir gyventojų poreikius veiksmingai tenkinanti statybos šaka, gerai integruota į Europos Sąjungą, teikianti tarptautiniu mastu konkurencingas statybos paslaugas bei tokius pat produktus. Ši strategija buvo rengiama aktyviai bendradarbiaujant su Aplinkos ministerijos specialistais. ENThe environment created during construction is an integral part of our life, which contributes to the formation of Lithuania’s economy. Houses where we live, establishments and plants where we work, water supply and gas supply systems, electricity networks, roads, railways, airports, hotels and telecommunications networks - this is not a full list of construction objects. Therefore the rationality of construction predetermines considerably the efficiency of a number of other branches of industry and the economy as a totality as well. The efficiency of construction in its turn is being significandy affected by the level achieved in other fields (economics, law, and social affairs). Therefore construction strategy should be identified as a part of the national strategy of the State development, depending on the economic, legal and other opportunities of the country and State policy pursued in the social, legal, economic, environmental protection, territorial planning, cultural heritage protection and other fields. Practical implementation of construction strategy depends on the policy of the Seimas, ministries, and municipalities, thus from the political situation in the country. It is impossible to avoid political influence, but it is needed to be reduced as much as possible.This strategy is aimed to provide the main trends of the development of construction in Lithuania until 2015, with the fulfilment of which the construction should use the existing potential as much as possible and should develop it more efficiently. The main goal is the field of construction which is innovative, satisfying the needs of Lithuania’s economy and population efficiently, well integrated into the European Union, providing competitive services of construction at an international level and supplying the products of the same level. This strategy has been prepared with the active participation of the specialists from the Ministry of Environment: Julius Laiconas, Zenonas Mackevičius, Vytautas Jonaitis and Elvyra Radavičienė.
