ENThe accession of new Member States will enhance the Union's weight and influence internationally. Although its population could rise by over 25% to 500 million with the first wave of accessions, its total GDP will grow by no more than 5%. In March 1999 the Berlin European Council reached agreement on the creation of new pre-accession financing instruments. And after Helsinki in December 1999 marked the start for 6+7 applicant countries. Support for Estonia is obtained from more than 7 in 10 Scandinavians but less than 3 in 10 people from Belgium and Austria. Support for Latvia ranges from 56% in Sweden and Greece to 17% in Austria. Support for Latvia ranges from 77% in Denmark to 26% in Belgium. People in Lithuania are more in favour of EU than people in Latvia and Estonia. The effect of enlargement on the candidates is different, depending on what scenario is used. Total pre-accession aid for Baltic States: Estonia receive max. 72,7; Latvia 131,0 and Lithuania 179,1 MEUR per year. Pre-accession aid for Baltic States agriculture: Estonia receive 21,1, Latvia 21,8 and Lithuania 29,8 MECU per year. And accession negotiations could have very different effects on the candidate countries like Estonia, Latvia and Lithuania agriculture’s, economies and societies. The biggest cost to the candidates is liable to be the adoption of the EU's legislation and case law, "acquis communautaire". Baltic States continues to make steady progress towards EU accession.
